We divide gender methods into three main approaches, based on the availability of resources. In the first section, we provide a brief discussion of theory and method. Then, after discussing some all-purpose methods, we classify methods loosely into categories of ‘quick and [more or less] dirty’; systematic ‘academic’ studies; and collaborative studies. We argue that although there is legitimate space for all three approaches, the last is the most likely to result in long-term and meaningful improvements in forests and human well being.

Book excerpt: Community forestry program in Nepal evolved as an important and innovative approach to governance that facilitates the forest users to participate in the forest management and receive the benefits from the participation. This research aimed to assess the participation and benefit sharing from the gender perspectives in community-based forest management programs in Chitwan district of Nepal. The study revealed that role of the women is confined to plantation and silvi-cultural activities where as men are more involved harvesting, distribution and management activities. Although women were able to get representation through the reserve seats in CFUG EC, the decision making was influenced by the men in the mixed CFUG group. Even though the policy aims to improve participation of women in decision making, still various factors affect their participation and decision making capacities. Overall, it is seen that the CFUGs have contributed to the development at community level but still the CFUGs are not able to contribute effectively at the household level.

It is part of a project by the Center for International Forestry Research (CIFOR) to carry out research on gender, tenure and community forests in Uganda and Nicaragua. In Uganda, CIFOR collaborated with the School of Forestry, Environment and Geo-informatics of Makerere University and the Association of Uganda Professional Women in Agriculture and Environment (AUPWAE) to implement this research project. The overall goal of the project is to improve women's tenure rights to forests through their increased participation in community forest usergroups with regard both to decision making and livelihood benefits. Objectives The objectives of the study were to: Establish and evaluate the institutional, legal and policy frameworks that govern natural resource management/forest management, including gender and the role of women in forest management. Identify organisational (and other) factors that impede or enhance implementation of these frameworks, and whether and how organisations collaborate. Discover how gender issues are approached at different levels, the extent to which gender features in projects and programmes (particularly those based on natural resources) and the results of these projects. Book excerpt: The main purposes of this research are to identify and analyse the role of women and men in the forestry sector in Kosovo, and women’s and men’s ownership and use of forests. The report also aims to analyse the gender issues within the institutional policy and legal framework that governs forest management, in order to provide recommendations on how to mainstream gender in forest policies in Kosovo more effectively. The research forms part of a project entitled, “Support to Implementation of the Forest Policy and Strategy in Kosovo” (GCP/KOS/005/FIN) funded by Finland, which aims to increase the forestry sector’s contribution to the national economy through the sustainable use of forest resources, taking into account multipurpose forestry, and the economic, social and environmental benefits of forests, as well as the sector’s contribution to climate change mitigation. The study demonstrates women’s limited access to decision-making and information compared with men, and women’s pen ding property rights. Furthermore, the high unemployment rate is the main obstacle identified by rural community members, especially women. The report also demonstrates the interests of rural women in improving their skills in the collection, processing and marketing of non-wood forest products (NWFPs). Consequently, the report shows the importance of improving women’s access to information, capacity development and decision-making. It concludes by emphasizing that NWFPs have strong potential fo r reducing food insecurity and poverty in the regions of the study, particularly when both women and men are effectively supported.

Research on gender and green governance in other disciplines has focused mainly on women's near absence from forestry institutions. This interdisciplinary book turns that focus on its head to ask: what if women were present in these institutions? What difference would that make? Would women's inclusion in forest governance - undeniably important for equity - also affect decisions on forest use and outcomes for conservation and subsistence? Are women's interests in forests different from men's? Would women's presence lead to better forests and more equitable access? Does it matter which class of women governs? And how large a presence of women would make an impact? Answers to these questions can prove foundational for effective environmental governance. Yet they have hardly been empirically investigated. In an analysis that is conceptually sophisticated and statistically rigorous, using primary data on community forestry institutions in India and Nepal, this book is the first major study to comprehensively address these wide-ranging issues. It traces women's history of exclusion from public institutions, the factors which constrain their effective participation, and how those constraints can be overcome.
