Book excerpt: The interrelationships among different demographic factors, specific causes of death, median family income, and estimated air pollution emissions were examined. Using the Medical Data Base (MEDABA) developed at Brookhaven National Laboratory, the entire population of the United States was cross-tabulated by income and emission levels of air pollutants. Path analysis was used to examine a number of patterns and relationships for each age, race, and sex group containing a minimum of 10,000 persons. Competitive and complementary effects were observed. These effects were frequently age dependent and occasionaly sex related. This specialized data base, the application of path analysis, and the development of a dynamic population and mortality model, in combination, proved to be a useful tool for investigating the effects of energy related pollutants on the exposed population.

Book excerpt: The successful reduction of urban air pollution is among the notable achievements of modern environmental law and policy. This remarkable study, focusing on two of the world’s most prominent cases, explores how people in the areas of Los Angeles and Beijing-Tianjin-Hebei (BTH) established governance processes to combat air pollution and how the major actors in each area worked to make their region a better place to live. Employing the expertise of teams of knowledgeable environmental law experts from both China and the United States, the authors identify and analyze similarities and differences in the respective legal and policy experiences as actors succeeded in greatly improving the air quality of their areas. Underpinned by a model of environmental governance developed by the authors and presenting an abundance of first-hand information from both areas, the study finds that, despite broad political and cultural differences in both regions, three political relations in governance processes emerge as enablers of effective reduction of air pollution: relation between regulators and the regulated communities; relation between all the supervisory political entities, such as legislatures, etc., and regulators; and relation between civil society (including news media and nongovernmental organizations) and polluters. Specific areas of regulation covered include transportation, ports, energy efficiency, utilities, oil refineries, building efficiency, renewable energy, coal dependency, and optimizing energy structure. With its sound, replicable model, its solid findings, and its enlightening conclusions, this incomparable work will prove of immeasurable value to administrative authorities and counsel worldwide engaged in combating air pollution. Moreover, its creative methodology is a signal contribution to the comparative study of environmental law and policy.

Moving towards greater reliance on expert knowledge is clearly desirable, the key question this dissertation seeks to explore is the rate at which such a move can be made without threatening the legitimacy of a program. The three cases explored here, air pollution, antitrust, and climate change each presents a different set of actors, forum for regulation, and historical legacy. Each poses a dilemma for policy-makers over how to intervene credibly and effectively. The air pollution case and antitrust cases both offer over a century of experience with policy design over multiple jurisdictions. Lessons from history highlight the importance of: experimenting at early stages; tying goals, not instruments, to outcomes; placing instruments at many different causal stages; introducing expert understandings slowly; and anticipating long delays for adaptation or reform. Finally, the difficult case of climate change is presented and the lessons for causal reasoning and goal setting are applied in the hopes of identifying plausible alternative climate policies.

Book excerpt: A comparative study has been made of three laser methods of remotely mapping gaseous pollutants of the atmosphere. It has been found that, in the case of NO2 and SO2, Differential Absorption and Scattering has superior performance potential with regard to range and sensitivity than either Laser-Induced Fluorescence or Raman Backscattering. However, because of the sophistication of this system and the difficulty of interpretation, it is strongly recommended that from the long term point of view the fluorescence approach be pursued further as it has a range and sensitivity far superior to Raman backscattering for a given laser power. An analysis of the fluorescence return expected from a local source of NO2 indicates that a plume of about 10 ppm could be detected at a range of several kilometers. However, due to absorption effects, care must be used in the interpretation of signals emanating from local concentrations in excess of about 10 ppm. (Author).

Since the late 1960s capacity-building in environmental policy and management can be observed across the world. In the first chapter we present the conceptual framework that underlies the national case studies. In the course ofour research project the authors ofthe book met together twice to discuss this framework in the light of the national experi ences and to harmonise their approaches.
