The study found the vulnerable situation of job opportunity and underemployment with gender and region specific discrimination. The findings also showed that small and medium enterprises (Smes), ICT Sector, vocational training and overseas employment and employment in RMG sector were potentials sectors of employment opportunities for Bangladesh. The study follows an analytical research. Data were collected form secondary sources. Sources of data were several government conducted survey specially “Labor Force Survey 2013”with different published journals, books and reports. Data were also collected from different concerned non-government organizations. This paper has used simple statistical tables and graphs to analyze the issues. Bangladesh is a country with 163 million people where employment is the major source of income and livelihood for most of the economic active people. The labor force is growing in Bangladesh at higher rate than the rate of growth in population. In 2015 Government of Bangladesh claimed that the labor force participation rate was 57.1 percent with 4.3 percent unemployment rate which was about 2.6 million in number. As the country is experiencing its first demographic dividend these young population demand both quality and quantity opportunities in the employment sector.

It has taken Bangladesh as the case study. It argues for rethinking of traditional policies and provides arguments and ways to reorient these toward inclusive growth and better social inclusion. These involve a dedicated focus on employment and inclusion in the design of monetary and fiscal policies, trade and industrial policies, policies toward rural non-farm employment, social protection and safety net strategy and the nature of institutional and governance reforms which are imperative for ensuring inclusive growth. The studies included in the book were prepared before or at the onset of the ongoing COVID-19 pandemic and the unfolding economic crisis; yet they provide cursory observations on its likely impact, and underscore how the stated principles and policies of an inclusive growth strategy have become even more significant in the present situation. Bangladesh has been growing respectably during the past decade and a half and has arguably shown strong progress in several social indicators. However, inequality and vulnerability are rising alarmingly, and the economy is beset with high levels of corruption, as well as with various other governance deficits that can adversely affect future growth and social inclusion. The book provides a critical assessment of how far growth in Bangladesh has been inclusive, both over time, and in comparison to selected South and Southeast Asian countries. It constructs a specific ‘inclusive growth index’ with reference to what the study considers as the significant goals and pillars of inclusive growth. Bangladesh is not the only developing country that is faced with the arduous task of tackling unbalanced economic growth and of implementing the 2030 Agenda. Rising vulnerability, inequality, disappointing job growth and poor governance are also major challenges to inclusive growth for many countries in the Global South. Therefore, the appeal of this book extends well beyond the borders of Bangladesh and the South Asian region. Corresponding to SDG 8, the book is aimed at academia, researchers, policymakers, civil society leaders as well as other national and international development practitioners with an avid interest in issues concerning growth with equity, and in sync with the 2030 Agenda for Sustainable Development. Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Book excerpt: The signing of the Comprehensive Peace Agreement in 2006 and Constituent Assembly elections in 2008 have paved the way for political and economic reform in Nepal. Indeed, the 2009 Investment Climate Assessment (ICA) shows that Nepal's private sector is starting to reap some dividend from the cessation of armed conflict in terms of employment generation, rebounding tourism, increased tax collection, as well as less complex business regulations and procedures to obtain permits. However, Nepal's private sector (already plagued with various market failures) continues to suffer from the consequences of a decade of armed conflict and civil unrest. Poor infrastructure, particularly for transportation and energy, inadequate labor skills and continuous labor unrest, as well as inefficient and unstable credit markets, exacerbate the damage that continued political instability has had on the investment climate. Together political instability and poor infrastructure pose the two greatest challenges to Nepal's investment climate and growth in the private sector. The effects of these challenges on business confidence and economic performance are visible and costly: productions costs are high, business operations and trade are often disrupted, and competitiveness is declining. These structural problems cause low levels of savings and investment resulting in low job creation, which lead millions of Nepalis to seek temporary employment abroad; resulting in remittance flows that are mainly channeled to consumption and asset bubbles. This inflates prices and increases costs to the productive job-creating sector, which loses competitiveness and export markets, prolonging the cycle of mediocre and jobless growth at home. In order for Nepal to kick-start private sector-led growth in Nepal, it has to leverage its potential particularly through strengthening trade with China and India, developing its hydropower resources, and adopting policies to target growth in key sectors such as tourism. Improving Nepal's investment climate and strengthening the private sector will require government initiative to solve many challenges as well as public-private dialogue and partnerships to tackle larger challenges to be addressed over the medium and long-term. The Nepal Investment Climate Assessment (ICA) assesses dimensions of the investment climate that shape the opportunities for investments, employment and growth of private firms and provides recommendations to support private sector development. The Nepal ICA is based on three main surveys: an Enterprise Survey, an Employee Survey, and a Survey of Informal Enterprises. The surveys capture perceptions of the main obstacles for enterprises and workers in key sectors of the economy such as services and manufacturing and provide in-depth data and analysis on issues such as employment, policies and regulations, regional trade, and performance. An advantage of the enterprise surveys is that similar surveys have been conducted in many other countries. This allows comparisons of data on the investment climate with countries in the region and similar countries from other regions. The findings and recommendations of this Nepal ICA will be of interest to the Nepalese government and policy makers, development partners, Nepalese business associations, and researchers on private sector development and investment climate issues in Nepal and the South Asia region.

Book excerpt: The soft budget constraint allowed the public enterprises to hire more workers than was necessary, with the result that losses increased and productivity remained low. For the private sector, lax credit discipline was the analogue of the soft budget constraint, with similar result in respect of productivity. As the reforms progress, particularly as fiscal and credit disciplines are strengthened, it is no longer possible to sustain the surrogate social security system. The author argues that efficiency improvements are necessary for industries in an open and outward looking economy. He also places the issue of industrial workers in the overall context of unemployment and poverty.
