Book excerpt: Secularism is a practice which entails building a ‘wall of separation’ between State and Religion. The general understanding is that this wall helps in prohibiting intervention from either side. However, since the State acts as a guardian of the public interest it may interfere in religious affairs, essentially, to dilute and de-circumscribe the limits of religious orthodoxy. It is, however, pertinent to note that some interventions in religious affairs are made even though there is no valid reason. One such example is the atheistic policy of the Russian state. The objective of this book is to compare the different models of secularism practiced in Russia and India respectively, and lay down some guiding principles which a secular State can adopt to rehabilitate a religion which was subjected to unwarranted State interventions.

Book excerpt: Previous works discussing the enclaves shared between India and Bangladesh, or the enclaves of Central Asia, have centered primarily on their historical origins and on their inhabitants’ living conditions. This monograph briefly reviews these works while making a comparison between the enclaves of the two regions. It then adds to the existing literature with an argument that international enclaves stymie the expressed and assumed development interests of both India and Kyrgyzstan. Finally, it considers potential explanations for the continued existence of enclaves in both South and Central Asia, despite the harm these geographical features surely cause for their ‘owning’ states and peoples. The work follows research conducted by the author as a Visiting Research Scholar at the Institute of Foreign Policy Studies at the University of Calcutta, and precedes a separate comprehensive study of public service delivery in the Kyrgyz exclave village Barak conducted by the author with the support of the United Nations Development Programme later in 2013..

Secular elites may view religious movements as conflict-prone and incapable of compromise, while religious actors may fear that anticlericalism will drive religion from public life. Yet such tensions are not inevitable: from Asia to Latin America, religious actors coexist with, and even help to preserve, democracy. In Faithful to Secularism, David T. Buckley argues that political institutions that encourage an active role for public religion are a key part in explaining this variation. He develops the concept of "benevolent secularism" to describe institutions that combine a basic division of religion and state with extensive room for participation of religious actors in public life. He traces the impact of benevolent secularism on religious and secular elites, both at critical junctures in state formation and as politics evolves over time. Buckley shows how religious and secular actors build credibility and shared norms over time, and explains how such coalitions can endure challenges from both religious revivals and periods of anticlericalism. Faithful to Secularism tests this institutional theory in Ireland, Senegal, and the Philippines, using a blend of archival, interview, and public opinion data. These case studies illustrate how even countries with an active religious majority can become and remain faithful to secularism.

Book excerpt: This book develops a new approach in explaining how a nation's Grand Strategy is constituted, how to assess its merits, and how grand strategies may be comparatively evaluated within a broader framework. The volume responds to three key problems common to both academia and policymaking. First, the literature on the concept of grand strategy generally focuses on the United States, offering no framework for comparative analysis. Indeed, many proponents of US grand strategy suggest that the concept can only be applied, at most, to a very few great powers such as China and Russia. Second, characteristically it remains prescriptive rather than explanatory, ignoring the central conundrum of why differing countries respond in contrasting ways to similar pressures. Third, it often understates the significance of domestic politics and policymaking in the formulation of grand strategies - emphasizing mainly systemic pressures. This book addresses these problems. It seeks to analyze and explain grand strategies through the intersection of domestic and international politics in ten countries grouped distinctively as great powers (The G5), regional powers (Brazil and India) and pivotal powers hostile to each other who are able to destabilize the global system (Iran, Israel, and Saudi Arabia). The book thus employs a comparative framework that describes and explains why and how domestic actors and mechanisms, coupled with external pressures, create specific national strategies. Overall, the book aims to fashion a valid, cross-contextual framework for an emerging research program on grand strategic analysis.

Representing Russia's Orient tells the story of how Russia's imperial expansion and encounters with its Asian neighbors influenced the formation and development of Russian musical identity in the long nineteenth century. While Russia's ethnic minorities, or inorodtsy, were located at the geographical and cultural periphery, they loomed large in composers' perception and musical imagination and became central to the definition of Russianness itself. Drawing from a long-forgotten archive of Russian musical examples, visual art, and ethnographies, author Adalyat Issiyeva offers an in-depth study of Russian art music's engagement with oriental subjects. Within a complex matrix of politics, competing ideological currents, and social and cultural transformations, some Russian composers and writers developed multidimensional representations of oriental "others" and sometimes even embraced elements of Asian musical identity. In three detailed case studies--on the leader of the Mighty Five, Milii Balakirev, Decembrist sympathizer Alexander Aliab'ev, and the composers affiliated with the Music-Ethnography Committee--Issiyeva traces how and why these composers adopted "foreign" musical elements. In this way, she provides a fresh look at how Russians absorbed and transformed elements of Asian history and culture in forging a national identity for themselves.

While cosmopolitan politics may seem inherently secular, existing forms of secularism risk undermining the universality of cosmopolitanism because they privilege the European tradition over all others and transform particular historical norms into enunciations of truth, valid for all cultures and all epochs. In this book, the noted philosopher Étienne Balibar explores the tensions lurking at this troubled nexus in order to advance a truly democratic and emancipatory cosmopolitanism, which requires a secularization of secularism itself. Balibar argues for the idea of the universal against its particular dominant institutions. He questions the assumptions that underlie popular ideas of secularism and religion and outlines the importance of a new critique for the contemporary world. Balibar holds that conflicts between religious and secular discourses need to be reframed from a point of view that takes into account the cultural hybridization, migration and mobility, and transformation of borders that have reshaped the postcolonial age. Among the topics discussed are the uses and misuses of the category of religion and the religious, the paradoxical genealogy of monotheism, French laïcité’s identitarian turn, and the implications of the responses to the Charlie Hebdo attacks for an extended definition of free speech. Going beyond circumscribed notions of religion and the public sphere, Secularism and Cosmopolitanism is a profound rethinking of identity and difference that seeks to make room for a renewed political imagination.
