This volume also constitutes a general history of the development of both owner-occupied and municipal suburban housing estates in interwar Britain, including the evolution of housing policy; the housing development process; housing and estate design, lay-outs, and architectural features; marketing owner-occupation and consumer durables to a mass market; furnishing the new suburban home; making ends meet; suburban gardens; social filtering and conflict on the new estates; and problems of 'mis-selling' and 'Jerry building'. Peter Scott integrates the social history of the interwar suburbs with their economic, business, marketing, and architectural/planning histories, demonstrating how these elements interacted to produce a new model of working-class lifestyles and 'respectability' which marked a fundamental break with pre-1914 working-class urban communities.

The free time of British citizens was increasingly seen as a sphere of social citizenship and community-building. Through major social thinkers, including William Morris, Thomas Hill Green, Bernard Bosanquet and John Hobson, leisure and voluntarism were theorized in terms of the good society. In post-First World War social reconstruction these writers remained influential as leisure became a field of social service, directed towards a new society and working through voluntary association in civic societies, settlements, new estate community-centres, village halls and church-based communities. This volume documents the parallel cultural shift from charitable philanthropy to social service and from rational recreation to leisure, teasing out intellectual influences which included social idealism, liberalism and socialism. Leisure, Robert Snape claims, has been a central and under-recognized organizing force in British communities. Book excerpt: Today, many people take the idea of holidays for granted and regard the provision of paid time off as a right. This book argues that popular tourism has its roots in collective organisation and charts the development of the working class holiday over two centuries. This study recounts how short, unpaid and often unauthorised periods of leave from work became organised and legitimised through legislation, culminating with the Holidays with Pay Act of 1938. Moreover, this study finds that it was through collective activity by workers--through savings clubs, friendly societies and union activity--that the working class were originally able to take holidays, and it was as a result of collective bargaining and campaigning that paid holidays were eventually secured for all.
