Book A Chinese Bureaucracy for Innovation Driven Development

Download or read book A Chinese Bureaucracy for Innovation Driven Development written by Alexandre De Podestá Gomes and published by Cambridge University Press. This book was released on 2023-08-31 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Element scrutinizes the attempts by the Chinese party-state bureaucracy since the 2000s to advance innovation and technological upgrading. It examines insights from the developmental state debate-the need for a bureaucracy to achieve internal coherence, and the capacity of that bureaucracy both to forge coalitions between bureaucrats, businessmen, and scientists, and to discipline domestic companies. Moreover, it assesses efforts to foster technological upgrading in semiconductors and electric vehicles. While there are significant differences between China and earlier successful developmental states, with the former facing problems such as the legacies of short-termism, limited monitoring capabilities, and flawed discipline over business, the authors find that, compared with other emerging capitalist economies, the Chinese bureaucracy has developed relatively strong capabilities to advance 'innovation-driven development'. This Element seeks to provide avenues for comparing it with other late developers.

Book Contested Development in China s Transition to an Innovation driven Economy

Download or read book Contested Development in China s Transition to an Innovation driven Economy written by Yvette To and published by Routledge. This book was released on 2022-05-19 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book investigates how technology and innovation policies in contemporary China are impacted by collaboration and conflicts between different classes and interests in a world economy, in which competitiveness is defined by the successful leverage of emerging technologies. Focusing on the actual processes and outcomes of technological upgrading in three dynamic sectors, the book presents an alternative approach to understanding China’s industrial upgrading strategies, by examining the ways in which the making and implementation of policies are shaped by political struggles between state actors and dominant capitalist interests in the context of global capitalism. In doing so, the book challenges influential institutionalist approaches as explanations of institutional change, positing instead a political economy framework grounded in social conflict theory to reveal how power relationships and politics are intrinsic to the evolution, form, and function of institutions. This book will be of key interest to scholars and students of international political economy, development studies, globalisation and innovation, China and Chinese politics, and public policy.

This book was released on 2020-01-13 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: After more than three decades of average annual growth close to 10 percent, China's economy is transitioning to a 'new normal' of slower but more balanced and sustainable growth. Its old drivers of growth -- a growing labor force, the migration from rural areas to cities, high levels of investments, and expanding exports -- are waning or having less impact. China's policymakers are well aware that the country needs new drivers of growth. This report proposes a reform agenda that emphasizes productivity and innovation to help policymakers promote China's future growth and achieve their vision of a modern and innovative China. The reform agenda is based on the three D's: removing Distortions to strengthen market competition and enhance the efficient allocation of resources in the economy; accelerating Diffusion of advanced technologies and management practices in China's economy, taking advantage of the large remaining potential for catch-up growth; and fostering Discovery and nurturing China's competitive and innovative capacity as China approaches OECD incomes in the decades ahead and extends the global innovation and technology frontier.

Book Incentives for Innovation in China

Download or read book Incentives for Innovation in China written by Xuedong Ding and published by Routledge. This book was released on 2015-02-11 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the past three decades, China has successfully transformed itself from an extremely poor economy to the world’s second largest economy. The country’s phenomenal economic growth has been sustained primarily by its rapid and continuous industrialization. Currently industry accounts for nearly two-fifths of China’s gross domestic product, and since 2009 China has been the world’s largest exporter of manufactured products. This book explores the question of how far this industrial growth has been the product of government policies. It discusses how government policies and their priorities have developed and evolved, examines how industrial policies are linked to policies in other areas, such as trade, technology and regional development, and assesses how new policy initiatives are encouraging China’s increasing success in new technology-intensive industries. It also demonstrates how China’s industrial policies are linked to development of industrial clusters and regions.

Book China s Innovation Challenge

Download or read book China s Innovation Challenge written by Arie Y. Lewin and published by Cambridge University Press. This book was released on 2016-04-14 with total page 505 pages. Available in PDF, EPUB and Kindle. Book excerpt: The miracle growth of the Chinese economy has decreased from a compound annual growth rate of 10% to less than 7% in 2015. The two engines of growth - export on a scale never before witnessed and massive infrastructure investments - are reaching the point of diminishing returns. This poses the central question which is explored in this book - can China escape the middle-income trap? Assuming current political arrangements remain unchanged and that it does not or cannot adopt Western sociopolitical economic regimes, can China develop an indigenous growth model centered on innovation? This compilation gathers leading Chinese and other international scholars to consider the daunting challenges and complexities of building an innovation-driven Chinese growth model. Providing several comprehensive perspectives, it examines key areas such as the institutional system, technology, sociocultural forces and national policy. The analyses and their conclusions range from strong optimism to deep pessimism about China's future.

Book Created in China

Download or read book Created in China written by Georges Haour and published by Bloomsbury Publishing. This book was released on 2016-01-14 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: Undisputedly, China has become the world's manufacturing powerhouse, accounting for around half of all personal computers, digital cameras and kitchen appliances. However, the country is fast transitioning from low-cost manufacturing to a higher-value, innovation-led economy, a critical transformation that is at the heart of this new title. Companies are the essential engines of the wealth-creation process, particularly in the areas of internet and mobile telecommunications, and firms such as Tencent and Xiaomi are showing clear potential to become major players. Demonstrating strong commitment to the country's relentless progress in the realm of innovation, the Chinese government has encouraged the development of a business environment in which firms can experiment, operate and thrive. Created in China provides an examination of the critical human factors at play, as well as re-assessing some of the metrics traditionally used to describe and measure China's capacity for innovation. As Chinese firms begin to transform the country into a truly global innovator, the emerging patterns of future innovation are identified and reviewed. New and dynamic practices are arising that are recognisably Chinese, yet at the same time capable of competing on the world stage. Following the successes of firms such as Huawei, Haier and Lenovo, a growing number of technology-focused firms are now turning their attention towards markets outside of China – a development that will not only benefit the country but will provide exciting opportunities for businesses throughout the world.

Book Globalization Innovation and Catch Up in China

Download or read book Globalization Innovation and Catch Up in China written by X. Liu and published by Edward Elgar Publishing. This book was released on 2021-02-28 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: This original book is a unique and original in-depth study on how, in the past decade, Chinese State-Owned Enterprises (SOEs) have achieved technological innovation in the large infrastructure sectors. It reveals a 'new world' of Chinese innovation, showing that SOEs are willing to innovate and are also more than capable of doing so. Based on findings from first-hand data and years of observations, this book shows how the innovation ecosystem perspective incentivises and facilitates Chinese SOEs' innovation and highlights the entrepreneurial role of the government. Using the examples of UHV Power Transmission, mobile telecommunication standards, high-speed trains, and nuclear electric power, the book exhibits the complex determinants of SOEs' success in radical technological innovations within the large infrastructure sector. Chapters also demonstrate the innovation process of SOEs, the unique innovation model of China, as well as its advantages and disadvantages. Catch-Up and Radical Innovation in Chinese State-Owned Enterprises will be a useful resource for academics in research disciplines such as development studies, innovation and entrepreneurship, and Chinese studies. It will also aid entrepreneurs, businesses and managers who intend to collaborate with Chinese SOEs, to better understand the trends of SOEs' engagement in radical innovation and the potential opportunities for broadening their international collaborations.

Book Local Governance Innovation in China

Download or read book Local Governance Innovation in China written by Jessica C. Teets and published by Routledge. This book was released on 2014-10-30 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite a centralized formal structure, Chinese politics and policy-making have long been marked by substantial degrees of regional and local variation and experimentation. These trends have, if anything, intensified as China’s reform matures. Though often remarked upon, the politicsof policy formation, diffusion, and implementation at the subnational level have not previously been comprehensively described, let alone satisfactorily explained. Based on extensive fieldwork, this book explores how policies diffuse across China today, the mechanisms through which local governments actually arrive at specific solutions, and the implications for China’s political development and stability in the years ahead. The chapters examine how local-level institutions solve governance challenges, such as rural development, enterprise reform, and social service provision. Focusing on diverse policy areas that include land use, state-owned enterprise reform, and house churches, the contributors all address the same overarching question: how do local policymakers innovate in each issue area to address a governance challenges and how, if at all, do these innovations diffuse into national politics. As a study of local governance in China today, this book will appeal to both students and scholars of Chinese politics, comparative politics, governance and development studies, and also to policy-makers interested in authoritarianism and governance.

Book Local Government Innovativeness in China

Download or read book Local Government Innovativeness in China written by Youlang Zhang and published by Routledge. This book was released on 2021-03-18 with total page 109 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local government innovation has become one of the most important topics on China’s policy agenda in recent decades. This book explains why some local governments are more innovative than others. This book uses a novel theoretical framework and points out that in China’s multi-level government structure, the administrative hierarchy and the span of control could shape local governments’ innovation motivation, innovation capability, and innovation opportunity, thus influencing local government innovativeness. The author systematically analysed the 177 winners and finalists of the biennial Innovations and Excellence in Chinese Local Governance (IECLG) Awards Programme from 2001 to 2015 to provide convincing empirical evidence to support this theory. This book adopts an institutional approach to explaining local government innovativeness in China and may be a useful reference to help us learn more about local government decisions and behaviours.

Download or read book China written by Gungwu Wang and published by World Scientific. This book was released on 2012-10-22 with total page 556 pages. Available in PDF, EPUB and Kindle. Book excerpt: China has achieved significant socio-economic progress and has become a key player on the international stage after several decades of open-door and reform policy. Looking beyond China's transformation, this book focusses on the theme of governance which is widely regarded as the next most critical element to ensure that China's growth remains sustainable. Today, China is confronted with a host of pressing challenges that call for urgent attention. These include the need to rebalance and restructure the economy, the widening income gaps, the poor integration of migrant populations in the urban areas, insufficient public housing and healthcare coverage, the seeming lack of political reforms and the degree of environmental degradation. In the foreign policy arena, China is likewise under pressure to do more to address global concerns while not appearing to be overly aggressive. The next steps that China takes would have a great deal to do with governance, in terms of how it tackles or fails to address the myriad of challenges, both domestic and foreign. China: Development and Governance, with 57 short chapters in total, is based on up-to-date scholarly research written in a readable and concise style. Besides China's domestic developments, it also covers China's external relations with the United States, Japan, Korea and Taiwan. Book Public Service Innovations in China

Download or read book Public Service Innovations in China written by Yijia Jing and published by Springer. This book was released on 2016-12-25 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited volume presents case studies of the transformation of China’s public services over the past decade in China. As the country has experienced fundamental changes in its demographic, economic, social and environmental structures, demands on public services have been increasing tremendously, and have become unprecedentedly diverse. In response, innovations to provide new services, expand service recipients, adopt new technologies, engage partners, and streamline service processes have been employed widely in China to increase service efficiency, enhance quality, enlarge coverage, and improve citizen satisfaction. This book examines prominent cases of public service innovations in China, disclosing their causes, patterns, diffusion, and effects. These cases provide interesting evidence about the nature and effectiveness of public service innovations in China while highlighting to what extent these innovations can be explained by accepted theories and whether new theory building is needed. This book will be of value to academics and policymakers seeking to understand the evolving Chinese political system.
