Book excerpt: The Army is attempting to transform itself from a force designed primarily to fight large and protracted wars in a limited number of locations to one capable of reacting rapidly to crises anywhere in the world. In its endeavor to make its combat units more versatile and agile, the Army is planning to replace its heavy, aging armored combat vehicles with newer, lighter systems that it expects will be as lethal and survivable as the vehicles they are replacing. Several types of manned vehicles as well as unmanned aerial and ground vehicles, missile launchers, and communications links would be developed and procured within a single program known as the Future Combat Systems (FCS) program. This study by the Congressional Budget Office (CBO), which was prepared at the request of the Ranking Member of the Tactical Air and Land Forces Subcommittee of the House Committee on Armed Services, considers the near- and long-term implications of the FCS program. It also examines several alternatives for modernizing the Army's armored forces and estimates the costs and savings associated with those options as well as their effects on the Army's fleet of armored vehicles and the ability of its armored units to deploy overseas. In keeping with CBO's mandate to provide objective, impartial analysis, the report makes no recommendations.

Book excerpt: In today's environment of rapidly evolving conflicts, the Army's goal is to have units that have the combat power of heavy units but that can be transported anywhere in the world in a matter of days. To address concerns about the armored vehicle fleet's aging and the difficulties involved in transporting it as well as to equip the Army more suitably to conduct operations overseas on short notice using forces based in the United States the service created the Future Combat Systems (FCS) program in 2000. A major modernization effort, the program is designed in part to develop and purchase vehicles to replace those now in the heavy forces; the new vehicles would be much lighter, thereby easing the deployment of units equipped with them. In the analysis presented in this report, the Congressional Budget Office (CBO) examined the current status of the Army's fleet of armored vehicles and assessed the speed of deployment of the service's heavy forces. It also evaluated the FCS program, considering the program's costs as well as its advantages and disadvantages and comparing it with several alternative plans for modernizing the Army's heavy forces.

The resulting levels of stress that have been placed on the Army's active and reserve components have generated public debate about whether the Army's present organization is adequate for the roles that the service is playing now and will play in the foreseeable future. At the same time, the Army has begun an extensive restructuring effort, called modularity, that is designed to significantly alter how the service is organized and how it operates in the field. This Congressional Budget Office (CBO) study - prepared at the request of the House Committee on Armed Services - examines the Army's capability to fight wars, sustain long deployments, and deploy rapidly to overseas operations, as well as its dependence on personnel and units in the reserve component. This study also analyzes eight options for restructuring the Army, each of which would either increase the Army's ability to perform some types of missions or decrease its reliance on the reserve component. The options offer a broad overview of the general types of policy choices and trade-offs that decisionmakers will face when considering the size, structure, and capability of any plan for reorganizing the Army. In keeping with CBO's mandate to provide impartial analysis, this study makes no recommendations.

The FCS program exists in a dynamic national security environment which could significantly influence the program's outcome. The primary issues presented to 110th Congress are the capabilities and affordability of the FCS program, and the likelihood, given a myriad of factors, that the Army will be able to field its first FCS-equipped brigade by 2014 and eventually field up to 15 FCS-equipped brigades. This book will address a variety of issues including the program's timeline, budget, program management issues, current program developmental progress and challenges, and FCS's relevance in the current and potential future security environments.

The purpose of the RAND research was to explore a range of advanced technologies for potential contribution to the Future Combat Systems program; it is intended to be a think piece and is not a guide to the contractors charged with designing the Future Combat Systems. This research represents only one part of the ASB study, focusing specifically on force effectiveness in a notional small-scale contingency and on the associated spectrum of challenges that such a situation might entail. In conducting the study, the research team interacted with various members of the ASB, drawing extensively on their forward-looking ideas and ultimately integrating many of them into the research. High-resolution combat modeling and simulation was used to assess many key aspects of force performance, environmental factors, and system-of-systems interactions within the context of the scenario. This work should be of interest to defense policymakers, military technologists, and concept developers.

Book excerpt: In simple terms, Army modernization deals with equipping the Army's Future Modular Force. The Chairman's focus on "correctly" equipping ground forces frames the Army's approach to FCS. While upgrading current equipment to meet Current Force needs, we are also modernizing the Army to deal with the complex and challenging future. A strong team from government and industry, including Soldiers from the 5th Brigade, 1st Armored Division, Army Evaluation Task Force (AETF), at Fort Bliss, TX, are delivering FCS today. The AETF recently completed new equipment training and began evaluating the first set of FCS spin out (SO) capabilities. As MG Charles A. Cartwright, Program Manager (PM) Future Combat Systems (Brigade Combat Team) FCS(BCT), so accurately stated, "The days of Microsoft PowerPoint slides are over." Since entering the System Development and Demonstration phase at Milestone B in May 2003, the FCS program progressed rapidly and evolved in numerous ways. FCS increased from 14 to 18 systems at one point, but returned to 14 systems with the 2008 budget submission. The fielding tempo also changed, especially with the July 2004 addition of SOs for selected technologies across the force beyond the FCS(BCT). We accelerated selected FCS technologies while delaying others for further study and development. However, ongoing conflicts in Afghanistan and Iraq forced the Army to balance current warfighting needs with modernization by shifting resources from FCS to support the current fight. The demands of war will continue to challenge the Army's ability to maintain the balance. The net result is an FCS program that looks rather different in terms of time and schedule, but remains true to the goal of providing a strategically responsive, Joint interdependent, precision maneuver force that is dominant across the full range of military operations.

Book excerpt: The current Army modernization strategy is at risk due to increasing pressures to cut investments in Future Combat Systems (FCS). The Army faces an age-old dilemma: arriving at the right investment balance between current demands and relevant future forces. Although the Army firmly intends to avoid sacrificing future capabilities in order to fund near-term operations, the strategy to accomplish this balance is failing. Widely criticized as an unsustainable strategy, the FCS program is at the center of the current debate. This SRP explains why FCS, the centerpiece of Army modernization, is placing this strategy at risk. The Army's failure to effectively communicate its strategic goal is a big part of the story. How, then, should the Army improve its communications plan in order to assure full support for FCS? The SRP attempts to answer this question by projecting FCS beyond its performance as an acquisition program and accounting for current sources of resistance to the program. An effective strategic communications plan must counter this resistance in order to effectively support the current plan for Army modernization.
