It concludes that a demonstration geothermal district heating system is techincally and economically feasible. A geothermal resource is available with measured temperature of 130-134°F, flow rates from individual wells of up to 4,500 gallons per minute, and les than 300 milligrams per liter of dissolved minerals. The phase I distribution system could supply 28 potential public and private sector customers with 3,500 gallons per minute of the resource to replace 1,276, 000 therms of natural gas annually. Water heating bills using geothermal energy would be 44 percent less than for natural gas, allowing most private sector users to recover their retrofit costs within three to five years. Ownership and operation of the geothermal district system would be one of the utility functions of the San Bernardino Municipal Water Department. The district heating system can be constructed and operated using proven technology and off-the-shelf components. The financial impediment to development has been overcome by a legislatively authorized grant/loan of $2,750,000 from the California Energy Commission to be repaid with interest from system revenues within ten years.

Book excerpt: A system was developed for utilizing nearby low temperature geothermal energy to heat two high-rate primary anaerobic digesters at the San Bernardino Wastewater Treatment Plant. The geothermal fluid would replace the methane currently burned to fuel the digesters. A summary of the work accomplished on the feasibility study is presented. The design and operation of the facility are examined and potentially viable applications selected for additional study. Results of these investigations and system descriptions and equipment specifications for utilizing geothermal energy in the selected processes are presented. The economic analyses conducted on the six engineering design cases are discussed. The environmental setting of the project and an analysis of the environmental impacts that will result from construction and operation of the geothermal heating system are discussed. A Resource Development Plan describes the steps that the San Bernardino Municipal Water Department could follow in order to utilize the resource. A preliminary well program and rough cost estimates for the production and injection wells also are included. The Water Department is provided with a program and schedule for implementing a geothermal system to serve the wastewater treatment plant. Regulatory, financial, and legal issues that will impact the project are presented in the Appendix. An outline of a Public Awareness Program is included.

The annual cost savings for the currently tested system is more than $29,425 for the single anaerobic digester now being heated. Expansion of the wastewater facility, resulting in two additional digesters, could result in three geothermal heated digesters on line--a minimum of two. This expanded usage, together with expected natural gas price increases, should result in recovery of all investment costs in less than ten years.
