Book A Case History of the United States Army RAH 66 Comanche Helicopter

Download or read book A Case History of the United States Army RAH 66 Comanche Helicopter written by Jason L. Galindo and published by . This book was released on 2000-03-01 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: The RAH-66 Comanche Helicopter was initiated as the Light Helicopter Family (LHX) in 1982 when an Army Aviation Mission Area Analysis (AAMAA) identified the need for an armed reconnaissance aircraft. Eighteen years later, the program has yet to reach a Defense Acquisition Board Milestone II review. This thesis described the history of the RAH-66 Comanche Helicopter acquisition program during these ears. The research focused on the question of what significant events and issues have occurred over the course of the Comanche's development that have allowed it to remain a viable program. The research draws several conclusions from the analysis of the Comanche's history. Mainly, despite the significant duration of the program, a valid need for an armed reconnaissance platform still exists. Secondly, the innovative program management of Comanche has maintained a positive reputation for the program. Finally, the loss of Comanche at this point in time would severely impact the defense helicopter industrial base.

Book excerpt: "On December 5, 2003, Lt. Gen Richard A. Cody, Army Deputy Chief of Staff and an experienced aviator, flew the Comanche. According to the January 2004 issue of National Defense he "...gave the aircraft a stellar review. ...Cody said that the Comanche had 'exceeded his expectations' and was particularly impressed by the rotor system, engine response and control. Cody also reportedly said the aircraft was 'easy to fly' and should be put into the hands of soldiers as soon as possible." Twelve weeks later the program was cancelled. So, what happened? How did Comanche become expendable? How did a program that was originally scheduled to enter Low Rate Initial Production in 1996 get delayed to 2011? How did an aircraft originally designed to replace the Army's light scout/attack fleet grow to become a virtual replacement for the much larger, heavier AH-64 Apache? This is a story of great accomplishment and much frustration. This is the Comanche history, as told by the some of the key members of the Comanche development team"--

Book excerpt: Although it has been a high priority Army program, a number of factors have complicated the RAH-66 Comanche program. Since its inception, the program has been restructured several times–postponing the initial operational capability (IOC) and increasing overall program costs. Presently, there is debate within the Army regarding whether the program should be reduced significantly to make funds available to pursue other modernization priorities.

Download or read book Comanche RAH 66 21st Century Multi Mission Helicopter written by and published by . This book was released on 1996 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The end of the Cold War did not bring an end to the challenges facing the defense of the United States. In fact, the world has become more unstable with the dismantling of the Soviet Union. The flow of sophisticated arms to anyone with hard currency has increased regional instability. Ethnic and religious strife has re-emerged. And as the armed forces of small countries acquire high technology weapons, the threat of eventual American involvement increases. Shrinking American defense budgets and reduced U.S. presence overseas will require a smaller, highly mobile Army. An Army that can rapidly deploy to trouble spots around the globe, find and defeat a wide range of threats, and be supportable in the field without a burdensome logistics tail. DoD studies reveal that battlefield success is heavily contingent on good reconnaissance. And Desert Storm proved that satellite and fixed wing reconnaissance assets cannot provide the close battle target information needed in highly fluid tactical situations. Neither can the Army's current light helicopter fleet. The 0H-58, OH-6, and AH-1 light helicopters are over 30 years old when the first Comanche is fielded. They lack range, speed, payload, and agility. They are expensive to operate, especially in harsh desert environments. They lack low observable features necessary to operate and survive on the modern battlefield, and are vulnerable to ground fire. They cannot operate safely at night or in adverse weather. And, they cannot be upgraded to meet the challenges the U.S. will face in the future. Only RAH-66 Comanche has been designed to fulfill these requirements and enhance the effectiveness of Army Force Projections.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed the Army's development of the RAH-66 Comanche helicopter. GAO found that: (1) the Comanche's advanced capabilities, such as its avionics and targeting systems, improved engines, and lower detectability, are expected to improve the Army's ability to operate on future battlefields; (2) the distinction between the roles of the Comanche and the AH-64 Apache attack helicopter have been blurred since the advanced attack capabilities planned for the Comanche will enable it to perform the same missions and, in some cases, surpass the Apache's attack mission capabilities; (3) the Army anticipated that the Comanche would be relatively inexpensive to buy and maintain, but its unit cost in escalated dollars has increased more than 40 percent since 1988; (4) the Comanche maintenance needs could be higher than the Army's anticipated goal of 2.6 maintenance man-hours per flight hour, which would require the Army to either add maintenance staff or reduce the aircraft's planned 2,200 flying hours per year; (5) the Army continues to experience some technical risks in some of the aircraft's essential components, such as the mission equipment package and the targeting detection system, which could significantly reduce the Comanche's ability to navigate and communicate and cause the Army to incur significant additional costs; and (6) since significant developments have occurred that could affect the Comanche's requirements, such as a diminished threat, planned force reductions, and planned upgrades to other helicopters, it is an appropriate time to assess the program's viability to ensure that any future decision to buy the Comanche is appropriate.

Book The Pursuit of Technological Superiority and the Shrinking American Military

Download or read book The Pursuit of Technological Superiority and the Shrinking American Military written by Daniel R. Lake and published by Springer. This book was released on 2019-01-22 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why has the US military begun to suffer from overstretch in recent decades? Why is one of the largest militaries in the world, and the most expensive by far, periodically stressed by the operational demands placed upon it? This book argues that recent problems with overstretch are the result of a heavy reliance on technology to solve tactical and strategic problems. Over the last seven decades, the US armed services have consistently chosen to push the technological frontier out in an effort to first gain, and then maintain, qualitative superiority over potential foes. The high procurement and support costs associated with cutting-edge weapon systems has resulted in a military that is shrinking in both absolute size and in the relative share of combat forces. The culmination of this process is a US military that increasingly lacks the capacity needed to conduct operations without putting significant stress on its personnel and equipment. Lake argues that this pattern is a manifestation of an American cultural disposition favoring technology. He shows that this affinity for technology is present in the organizational cultures of all the armed services, though not to the same degree. By examining procurement programs for each armed service, this book reveals how attempts to develop and leverage superior technology has resulted in some notable program failures, high procurement costs for the latest generation of equipment with associated production cuts, and the high support requirements that are causing the relative share of combat forces to shrink. Lake’s analysis of recent initiatives by the armed services suggests that this pattern is likely to continue, with the US military remaining prone to overstretch whenever its operational tempo increases above the peacetime baseline.

Book Evaluation of an Army Aviator s Ability to Conduct Ingress and Egress of the RAH 66 Comanche Crew Station While Wearing the Air Warrior Ensemble

Download or read book Evaluation of an Army Aviator s Ability to Conduct Ingress and Egress of the RAH 66 Comanche Crew Station While Wearing the Air Warrior Ensemble written by Joshua S. Kennedy and published by . This book was released on 2004-12-01 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: The RAH-66 Comanche represented the U.S. Army's next generation state-of-the-art armed reconnaissance helicopter. Likewise, the Air Warrior aviation life support ensemble worn by Army aviators represents a significant improvement in personal clothing and equipment. However, at the intersection of the Comanche's crew stations and the bulkiness of the Air Warrior ensemble lies a potential problem: pilots have difficulty entering and leaving the crew station, especially in an emergency. This study evaluated an Army aviator's ability to conduct ingress and egress of the Comanche while wearing the Air Warrior ensemble. Several operationally relevant combinations of aircrew anthropometry, Air Warrior ensembles, and ingress-egress routes were evaluated for the front and rear crew stations. Jack human-figure modeling and motion capture technology were also used in the evaluation. Mean emergency egress times were found to be well within published military specifications. However, results show that larger males will likely have a significantly more difficult time leaving the aircraft than smaller persons, especially when clothed in the bulkiest Air Warrior configuration. Several operational and design recommendations are made. In February 2004, the Department of the Army cancelled the RAH-66 Comanche program. However, the information contained in this report can be used for ingress and egress testing of new or modified aviation systems.

Book The Comanche Helicopter Program

Download or read book The Comanche Helicopter Program written by Robert W. Werthman and published by . This book was released on 2007 with total page 18 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Army initiated the RAH-66 Comanche helicopter as the Light Helicopter Family (LHX) in 1983 with early cost estimates of five million dollars per helicopter. In March 2004, after 22 years, six program restructurings, and 6.9 billion dollars, the Army Chief of Staff terminated the Comanche with the intent to reallocate 14.6 billion dollars programmed through 2011 to restructure Army aviation. This paper explores the possibility that shortsighted threat analysis coupled with flawed group consensus within the Army allowed the Comanche Helicopter Program to continue through two decades despite intense Congressional scrutiny. Army senior level leadership safeguarded a helicopter program that did not adequately explore alternatives to transformation even when the threat environment called for a change in strategy. The Army's failure to adequately foster critical thinking about aviation threats resulted in a current helicopter force that was not adequately postured for the Global War on Terror.
