That is to say, it is a study of the earth from the standpoint of the intelligent merchant, who wishes to know where he can get the largest amount of the usual commodities, in the best condition, at the least cost, and with the greatest regularity. The essential point is a thorough knowledge of the typical conditions under which the commodities are, or may be, produced; and it is the office of Commercial Geography to supply this knowledge. It is a cause for regret, therefore, that in various ways Commercial Geography has been either made a matter of cram, ' or confused with Political Economy and Commerce. Knowledge of the theory of ex change and of actual commercial operations is of infinite value in actual business but neither the one nor the other has, I think, any direct place in a text-book of Commercial Geography. If this conception of the Science is correct, it is obvious that variable statistics and similar burdens on, or appeals to, the memory should be avoided; and that the typical conditions for the production of necessaries should be emphasised. And the Science can be called truly educational only if it leaves much to the initiative and co-operation of the student, simply providing a basis for ascertained facts and generalisations and for analysing. I believe that my book owes much of its friendly reception to the attempt made in it to account for the economic posi tion of each state by its physical character and by the ethnographic peculiarities and the degree of civilization of its people. I trust that my labours will commend themselves to the English speaking public, that has always endeavoured to accord to technical instruction its due place and privileges by the side of general culture. This expression, the war, ' n'ow recurs again and again in the text, and one can only hope that the war referred to will prove to be such an unmistakable epoch in history as to leave no doubt as to what war is meant. When war was declared, both the publishers and I agreed that it would be altogether inopportune to publish a work of the scope of the present when the geography of almost the entire world was about to be upset. Publication was accordingly postponed till after the conclusion of the principal peace treaties. All the time, however, preparations for the new edition were going on, and the work now appears in a form more completely recast than any previous edition. The resetting of the entire book and the re numbering of the paragraphs have allowed of interpolations and rear rangements of matter on a much greater scale than ever before. The introductory matter of the fourth and eighth editions has been put in its proper place in the text, and subjects that seemed to me to require further elucidation have been dealt with at greater length. Such additions are scattered throughout the book, but the principal additions are under Climate (with new illustrative maps), Commercial and Industrial Towns, Coal, and The British Isles. It is this last section that has been most considerably extended, but not so much by the addition of new matter as by the incorporation of matter previously in one or other of the introductions. Notwithstanding the delay in publication, the work is still issued to an unsettled world, and one of which the settlement on a basis allowing of a new period of orderly evolution seems still remote. Comparisons under the head of value between pre-war and post-war conditions seem to me to be hardly ever possible, and for that reason no average values are given in this edition for periods subsequent to 1913, or the fiscal year 1913 - 14, where the fiscal does not correspond with the calendar year. International values have of course a meaning in individual transactions, but in present conditions I can attach no meaning to average values for any period comparable with those of pre-war periods, and therefore I do not choose to encumber my pages with data of which I cannot myself discern the use. Comparatively few have opportunity for the extended training given by a college course, and must depend upon the academy, the high school, or the commercial school for their preparation. The problem is to give boys, having a limited time at their command, the training and knowledge that will be of the greatest practical value in a commercial life. A good knowledge of what are known as fundamental branches is necessary; but, beyond these, it has been difficult to decide what branches of instruction will prove of greatest practical service. Political economy, civics, physics, chemistry, history, and the modern languages are helpful toward training the mind; but, if the languages be excepted, the branches named do not directly give the practical results that are so much needed. If some facts bearing upon the active commercial questions of the day could be brought within the scope of a text-book, it would seem to supply a want. Among these questions are, the routes and growth of commerce, - the production - centres and the markets of the world, - waterways and railways, and the increase of commerce as related to the growth of cities. The staple articles of commerce, their relative value and importance, would also deserve attention. With a view of partly, at least, fulfilling this, object, I have prepared this textbook of Commercial Geography. The need of such a book has been felt in my own school work, and it is hoped that other teachers may find it useful in giving pupils some ideas of the magnitude of the world's production, in showing the interdependence of nations for the necessities as well as the luxuries of life; and in presenting many facts of practical value relating to commerce. While Commercial Geography deals mainly with the interchange of commercial products, it is also essential that the student should know something about the countries and localities where the raw materials are found, how the latter are obtained, what the processes of manufacture are, how interchange is effected, and what ratio home consumption bears to export. All these are important questions, that must be studied if practically useful knowledge is to be assimilated.
