Rita Chin argues that there were few efforts to institute state-sponsored policies of multiculturalism, and those that emerged were pronounced failures virtually from their inception. She shows that today's crisis of support for cultural pluralism isn't new but actually has its roots in the 1980s. Chin looks at the touchstones of European multiculturalism, from the urgent need for laborers after World War II to the public furor over the publication of The Satanic Verses and the question of French girls wearing headscarves to school. While many Muslim immigrants had lived in Europe for decades, in the 1980s they came to be defined by their religion and the public's preoccupation with gender relations. Acceptance of sexual equality became the critical gauge of Muslims' compatibility with Western values. The convergence of left and right around the defense of such personal freedoms against a putatively illiberal Islam has threatened to undermine commitment to pluralism as a core ideal. Profound global changes in social, economic, political, and academic development have resulted in a more multicultural perspective for psychology. The field of psychology is now growing more rapidly outside than inside the U.S. As a result of these changes, multiculturalism adds a dimension to psychodynamic, humanistic, and behavioral psychology as much as the fourth dimension of time adds meaning to three dimensional spaces. The contributors to Multiculturalism as a Fourth Force seek to separate what we know from what we do not yet know about the importance of multiculturalism to these changes in the field of psychology. Topics include cultural diversity within and between societies, multiculturalism and psychotherapy, and culture centered interventions. Each contributor describes the need for multiculturalism in psychology, the difficulties in establishing a multicultural perspective and what has to happen before multiculturalism can claim to be a Fourth Force to supplement the other forces for psychology. On one side, majorities seek to fashion the state in their own image, while on the other, cultural minorities press for greater recognition and accommodation. Theories of liberal democracy are at odds about the merits of these competing claims. Multicultural liberals hold that particular minority rights are a requirement of justice conceived of in a broadly liberal fashion. Critics, in turn, have questioned the motivations, coherence, and normative validity of such defenses of multiculturalism. In Equal Recognition, Alan Patten reasserts the case in favor of liberal multiculturalism by developing a new ethical defense of minority rights. Patten seeks to restate the case for liberal multiculturalism in a form that is responsive to the major concerns of critics. He describes a new, nonessentialist account of culture, and he rehabilitates and reconceptualizes the idea of liberal neutrality and uses this idea to develop a distinctive normative argument for minority rights. The book elaborates and applies its core theoretical framework by exploring several important contexts in which minority rights have been considered, including debates about language rights, secession, and immigrant integration. We want to offer a sense o/what psychiatrists and social scientists are doing to advance our under standing of this subject, including what fmdings are being made, what questions researched, what conundrums worried over. Since our fund of knowledge is obviously incomplete, we want our readers to be aware of the limits to what we know and to our acquisition of new knowledge. Although the subject is too vast and uncharted to support a comprehensive synthesis, in a few areas - e. g. , psychiatric epidemiology - enough is known for us to be able to present major reviews. The chapters themselves cover a variety of themes that we regard as both intrinsically interesting and deserving of more systematic evaluation. Many of the issues they address we believe to be valid concerns for comparative cross cultural studies. No attempt is made to artificially integrate these chapters, since the editors wish to highlight their distinctive interpretive frameworks as evidence of the rich variety of approaches that scholars take to this subject. 'We see this volume as a modest and self-consciously limited exploration. Here are some accounts and interpretations (but by no means all) of normal and ab normal behavior in the context of Chinese culture that we believe fashion a more discriminating understanding of at least a few important aspects of that subject.
