EUROVISION is not the name of an organisation or company, but rather an emblem. It signifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. It appears conspicuously at the head of programmes relayed by several countries. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden. Four Committees are responsible for preparatory studies and routine problems: the Legal, the Technical, the Programme and the Sound Broadcasting Committees, which group the specialist Service Directors.

Book excerpt: The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. Focusing on the multiterm European Commission presidents Walter Hallstein, Jacques Delors, and Jos� Manuel Barroso, this book conceptualizes their political leadership as a performance, and thus systematically analyzes their agenda-setting, mediative-institutional, and public outreach performance over the entire course of their presidential terms.

Yet there is no cultural medium that connects Europeans more than popular music, the development of which has always been tied to cultural, economic, political, social and technological change – making Eurovision the ideal tool to explain the history of Europe in the last sixty years. This book uses Eurovision as a vehicle to address topics ranging from the Cold War, liberal democracy and communism to nationalism, European integration, economic prosperity and human rights. It analyses these subjects through their cultural, political and social relationships with Eurovision entries as expressed through lyrics and music, as well as by examining public debates that have accompanied the selection of the entries and the organisation of the contest itself. Postwar Europe and the Eurovision Song Contest also considers how states have used Eurovision to define their identities in a European context, be it to assert their national distinctiveness, highlight political issues or affirm their Europeanism or Euroscepticism in the context of European integration. Based on original sources, including hitherto unpublished archival documents from international broadcasting organisations, this is a novel historical study of interest to anyone keen to know more about the postwar history of Europe and its cultural history in particular.
