Les politiques appliquées par les gouvernements endettés sont plus souvent décidées par les créanciers que par les autorités des pays concernés. L'initiative d'allégement de dette, lancée en fanfare par le G7, le FMI et la Banque mondiale, sous la pression de la plus grande pétition de l'Histoire (24 millions de signatures recueillies entre 1998 et 2000), a montré ses limites. Une approche radicalement différente doit être envisagée : l'annulation de cette dette immorale et souvent odieuse. Les auteurs répondent à différentes objections. Une fois libérés de leur dette extérieure, les pays ne risquent-ils pas de retomber dans le piège d'un endettement insoutenable ? Les régimes dictatoriaux et corrompus ne vont-ils pas bénéficier d'un second souffle grâce à l'annulation de la dette ? Les contribuables des pays du Nord ne vont-ils pas faire les frais d'une annulation ? Les auteurs montrent que l'annulation de la dette, condition nécessaire mais insuffisante, doit être accompagnée d'autres mesures, telles la récupération des " biens mal acquis " et leur rétrocession aux populations qui ont été spoliées. Ils proposent des voies alternatives financement, tant sur le plan local qu'international. Ils posent aussi la question : qui doit à qui ? Ils soutiennent la demande de réparations avancée par les mouvements sociaux du Sud. En cinquante questions/réponses, cet ouvrage explique d'une manière simple et précise comment et pourquoi on en est arrivé à l'impasse de la dette. Illustré de graphiques, de cartes géographiques et de tableaux, ce livre détaille les rôles des différents acteurs, l'engrenage dans lequel sont pris les pays endettés, les scénarios possibles pour sortir de l'impasse, les alternatives à l'endettement...
