The rising interest in PIP is justified by the surge in a number of emerging applications that callfor true flexibility and reconfigurability, as well as low-cost, compact, and low-power consuming devices.Programmable Integrated Photonics is a new paradigm that aims at designing common integrated optical hardware configurations, which by suitable programming, can implement a variety of functionalities. These in turn can be exploited as basic operations in many application fields. Programmabilityenables, by means of external control signals, both chip reconfiguration for multifunction operation, as well as chip stabilization against non-ideal operations due to fluctuations in environmental conditions and fabrication errors. Programming also allows for the activation of parts of the chip,which are not essential for the implementation of a given functionality, but can be of help in reducing noise levels through the diversion of undesired reflections.

Besides freeing nearly four million slaves, it brought agricultural wage labor to a reluctant South and gave a vote to black adult males in the former slave states. It also offered former slaves new opportunities in education, property ownership—and military service. From late 1862 to the spring of 1865, as the Civil War raged on, the federal government accepted more than 180,000 black men as soldiers, something it had never done before on such a scale. Known collectively as the United States Colored Troops and organized in segregated regiments led by white officers, some of these soldiers guarded army posts along major rivers; others fought Confederate raiders to protect Union supply trains, and still others took part in major operations like the Siege of Petersburg and the Battle of Nashville. After the war, many of the black regiments took up posts in the former Confederacy to enforce federal Reconstruction policy. Freedom by the Sword tells the story of these soldiers' recruitment, organization, and service. Thanks to its broad focus on every theater of the war and its concentration on what black soldiers actually contributed to Union victory, this volume stands alone among histories of the U.S. Colored Troops.

Par ticipation in the conference spanned the continents from Asia to Europe with paper submissions global in focus as well. Conference submissions included complete d research papers and research in progress reports. Papers submitted to the conference went through a double blind review process in which the program co chairs, an associate editor, and reviewers provided assessments and recommendations. The editor ial efforts of the associate editors and reviewers in this process were outstanding. To foster high quality research publications in this field of study, authors of accepted pape rs were then invited to revise and resubmit their work. Through this rigorous review and revision process, 12 completed research papers and 11 research in progress reports were accepted for presentation and publica tion. Paper workshop sessions were also esta blished to provide authors of emergent work an opportunity to receive feedback fromthe IF IP 8. 2 community. Abstracts of these new projects are included in this volume. Four panels were presented at the conference to provide discussion forums for the varied aspect s of IT, service, and globalization. Panel abstracts are also included here.

As a basic principle of classification we chose the energetic or intensity level of interaction of laser radiation with the surfaces. These two characteristics of laser radiation are the most important parameters defining entire spectrum of the processes occurring on the surfaces during interaction with electromagnetic waves. This is a first book containing a whole spectrum of the laser-surface interactions distinguished by the ranges of used laser intensity. It combines the surface response starting from extremely weak laser intensities (~1 W cm-2) up to the relativistic intensities (~1020 W cm-2 and higher). The book provides the basic information about lasers and acquaints the reader with both common applications of laser-surface interactions (laser-related printers, scanners, barcode readers, discs, material processing, military, holography, medicine, etc) and unusual uses of the processes on the surfaces under the action of lasers (art conservation, rangefinders and velocimeters, space and earth explorations, surface engineering and ablation, and others). The scientific applications of laser-surfaces interactions (surface optical nonlinearities, surface enhanced Raman spectroscopy, surface nanostructuring, nanoripples and clusters formation, X-ray lasers and harmonic generation from the surfaces) are discussed from the point of view of the close relations between the properties of surface and matter, which is a cornerstone of most of studies of materials. The novelty of the approach developed in Laser - Surface Interactions is related with the interconnection of scientific studies with numerous applications of the laser-surface interactions separated in different chapters by the ranges of laser intensities. We present most recent achievements in this field.
