The Committee welcomes the increased commitment to the scrutiny process shown by the FCO recently and hopes the same culture of scrutiny will be adopted by the MoD. The report makes recommendations including the need for improved procedures for the deposit of documents; early warning of important new initiatives and proposed actions; and the deposit of significant non-legislative documents for scrutiny.

Book excerpt: The Committee's report examines a range of issues relating to water management in England and Wales, including the regulatory and legislative framework, water demand and supply issues, water efficiency, and environmental aspects including the Water Framework Directive. Amongst the 60 conclusions and recommendations made, the Committee finds that a sustainable balance between water resource development and demand management cannot be achieved until there is a co-ordinated institutional framework for water resource management, with a need for wider stakeholder engagement by means of new regional boards consisting of environmental and consumer interests, as well as Ofwat representatives. Ofwat and the Environment Agency should take a more realistic approach to long-term planning issues, including agreeing indicative pricing for each water company. Current levels of leakage from the distribution network are unacceptably high in parts of the country, which damages the public's attitude towards sensible water use, and Ofwat should sanction water companies to spend more on reducing leakage with targets that take greater account of environmental and social factors as well as economics. The Government should make it easier for water companies to impose water meters on households in the driest parts of the country, in order to help reduce demand and ensure fairer charging practices, with support through the tax and benefit system for vulnerable customers who have difficulty with their bills. In order to address the very high level of unpaid water bills, those people who can afford to pay but refuse to do so should be partially disconnected from the water supply.

The Committee had recommended an organisational framework whereby the hitherto fragmented heritage sector could come together with university-based scientists and funding bodies to develop strategic priorities for heritage science and collaborative projects and research proposals. The response at a post-publication seminar attended by representatives from the heritage and science communities was overwhelmingly positive. The Committee welcomes the progress made in implementing its recommendations, but notes that the progress has only come from the heritage sector and research community: the Department for Culture, Media and Sport has failed to grasp the significance of the Committee's recommendations. The Committee urges the new set of ministers at the Department to revisit the original report, respond positively and provide moral leadership to the sector.

The report examines waste in context; design, innovation and technology; manufacturing, construction and the impact of downstream factors; the consumer perspective; waste reduction as a business opportunity; leadership in this field. Some companies have shown that significant reductions in waste are practical and profitable, but many businesses fail to recognise the costs of their waste, do not factor this into their design briefs and do not understand how to improve production processes. The Government should take the lead in working with the Design Council, the Higher Education Funding Council, design schools, industry and professional bodies to ensure that sustainability and an understanding of the costs of waste are embedded into the design curriculum. Industry must take more responsibility in tackling waste. Big businesses can take the lead by demonstrating the profitability of waste reduction measures and demanding good practice from their suppliers. Simple methodologies should be developed to allow businesses to analyse the lifetime implications of the materials, products or services they produce. Clear guidance, knowledge transfer and leadership within the business community, particularly for the benefit of small businesses, is needed. The UK's high rate of wasteful consumption must be reduced and addressing consumer behaviour will require a combination of education and encouragement. Comprehensive data on various waste streams should be gathered to enable the formation of an overall strategic direction and appropriate policies.
