International trade in fish also topped previous values, pointing to the sector's continued important contribution to economic expansion and human well-being. Aquaculture, despite a falling growth rate in recent years, remains the fastest-growing animal-food-producing sector and is set to overtake capture fisheries as a source of food fish. Overall production of the sector continues to grow. This publication analyses and reviews the latest available global statistics and trends in fisheries and aquaculture. It explores the important, yet often underestimated, role of inland fisheries, particularly in many small communities where they make a vital contribution to poverty alleviation and livelihood security. Because fisheries have a direct impact on the ecosystem, which is also impacted by other human activities, they need to be managed in an ecosystem context. The meaning of the terms "ecosystem management", "ecosystem-based management", "ecosystem approach to fisheries" (EAF), etc., are still not universally defined and progressively evolving. The justification of EAF is evident in the characteristics of an exploited ecosystem and the impacts resulting from fisheries and other activities. The rich set of international agreements of relevance to EAF contains a large number of principles and conceptual objectives. Both provide a fundamental guidance and a significant challenge for the implementation of EAF. The available international instruments also provide the institutional foundations for EAF. The FAO Code of Conduct for Responsible Fisheries is particularly important in this respect and contains provisions for practically all aspects of the approach. One major difficulty in defining EAF lies precisely in turning the available concepts and principles into operational objectives from which an EAF management plan would more easily be developed. The paper discusses these together with the types of action needed to achieve them. Experience in EAF implementation is still limited but some issues are already apparent,e.g. in added complexity, insufficient capacity, slow implementation, need for a pragmatic approach, etc. It is argued, in conclusion, that the future of EAF and fisheries depends on the way in which the two fundamental concepts of fisheries management and ecosystem management, and their respective stakeholders, will join efforts or collide.

Book excerpt: Whether the result of an oil well blowout, vessel collision or grounding, leaking pipeline, or other incident at sea, each marine oil spill will present unique circumstances and challenges. The oil type and properties, location, time of year, duration of spill, water depth, environmental conditions, affected biomes, potential human community impact, and available resources may vary significantly. Also, each spill may be governed by policy guidelines, such as those set forth in the National Response Plan, Regional Response Plans, or Area Contingency Plans. To respond effectively to the specific conditions presented during an oil spill, spill responders have used a variety of response optionsâ€"including mechanical recovery of oil using skimmers and booms, in situ burning of oil, monitored natural attenuation of oil, and dispersion of oil by chemical dispersants. Because each response method has advantages and disadvantages, it is important to understand specific scenarios where a net benefit may be achieved by using a particular tool or combination of tools. This report builds on two previous National Research Council reports on dispersant use to provide a current understanding of the state of science and to inform future marine oil spill response operations. The response to the 2010 Deepwater Horizon spill included an unprecedented use of dispersants via both surface application and subsea injection. The magnitude of the spill stimulated interest and funding for research on oil spill response, and dispersant use in particular. This study assesses the effects and efficacy of dispersants as an oil spill response tool and evaluates trade-offs associated with dispersant use.

Using case studies, underlying philosophies and analytical approaches, this book brings together a range of interdisciplinary topics surrounding EBFM and considers these simultaneously, with an aim to provide tools for successful implementation and to further the debate on EBFM, ultimately hoping to foster enhanced living marine resource management.

Book excerpt: In the Mediterranean and the Black Sea, the assessment of demersal stocks mainly relies on scientific surveys (bottom and beam trawl) while the assessment of pelagic stocks is essentially based on acoustic surveys using acoustic techniques with mid-water trawling. These routine surveys-at-sea provide essential information, which in turn are crucial to fine-tune the assessments of the status of resources and to estimate more precisely indicators at the population and fish community levels. However, survey practices differ from one subregion to another, each approach having its own strengths and limitations. In addition, there is still a lack of large-scale standardized surveys aimed at analysing the diversity and distribution of the main demersal and pelagic species across the Mediterranean and the Black Sea. One way of tackling this issue is to carry out international scientific surveys covering the main demersal and pelagic stocks based on a common methodology. The methodology presented in this publication aims at supporting the planning and implementation of regional demersal (bottom and beam) trawl and pelagic acoustic surveys. It can be useful for the implementation of new surveys-at-sea in areas where demersal trawl and pelagic acoustic surveys are not regularly carried out. It can also contribute to increasing comparability between existing surveys thanks to the standardization of methods, sampling of catches and data recording and analysis. Finally, it represents a valuable tool to define minimum requirements towards sustainability and management objectives at the regional and subregional level.
