Book excerpt: As one of a small number of cross-government select committees, this Committee has gained a perspective on the state of Whitehall and its agencies which is not available to departmental select committees. Throughout the past five years, the recurring theme of their findings and recommendations reflects the importance of effective leadership in creating effective organisations. It is the positive or negative attitudes and behaviour in the people and the culture of an organisation which determines success or failure. Structures, processes and systems are important too, but preoccupation with these so often becomes a distraction from the real problems, which are about why people do not share information for the common good, collaborate effectively and trust one another. PASC took control of the process of selection of the Parliamentary and Health Service Ombudsman (PHSO) away from the Government altogether, so that for the first time Parliament has appointed its Ombudsman. They have also held many pre-appointment hearings for the Chairs of public bodies and were the first Select Committee to refuse to accept a government nomination for the chair of a public body. The Government was forced to re-run the selection for the post of Chair of the UK Statistics Authority under a new selection panel, and to propose a different candidate. They also hold hearings on PHSO's thematic reports, to interrogate and hold to account those who must respond to its recommendations. Book excerpt: The Department's total expenditure for 2013-14 was £6.252 billion, taking into account both its activities funded directly by Parliament and grants made following the receipt of money from the European Union, predominantly to fund agricultural subsidies and rural development schemes. The Government budget allocated to and spent by Defra is known as the Departmental Expenditure Limit (DEL) and it is set at Spending Reviews. The Department has underspent its central Government funding allocation each year since the 2010 Spending Review. In 2013-4, Defra spent £2,433 million of its DEL to meet its strategic objectives which resulted in a £61 million (2 per cent) underspend compared to its budget. The Department's Annual Report and Accounts 2013-4 state that the £50 million underspend against resource DEL was due to the following factors: (a) £30 million was not spent as the UK Government challenged EU disallowance penalties on 2010 and 2011 Common Agricultural Policy (CAP) scheme expenditure; and; (b) £20 million was intentional underspend following approval from HM Treasury to carry the funding into 2014-15 to spend on flood prevention

The advent of internet-based services and applications has blurred the technological boundaries between the press, broadcasting, and telecommunications, challenging their regulatory silos. Press Freedom and Regulation in a Digital Era: A Comparative Study assesses the extent to which the emergent regulatory model for online news media is shaped by analogies from the past, or rather by a newly prevalent culture of control. By interweaving two distinct strands of analysis - the concepts of press freedom and regulation, and the phenomena of convergence and digitalization - this book examines the key implications of digitalization and assesses the challenges for press freedom in the nascent digital news ecosystem. Drawing upon decisions of the European Court of Human Rights (ECtHR), the Court of Justice of the European Union (CJEU), as well as from cases in Germany, the United Kingdom and the United States, this comparative work comprehensively explores the regulation of the press in the digital era and the impact of the proliferating media laws, policies, and jurisprudence on press freedom. As a result of the lay members' reflections on the experience of their first year in office the Committee on Standards decided to undertake a comprehensive review of the standards system in the House of Commons. There has been a decline in public trust, not just in politics but in other institutions. The expenses scandal played a significant part in reducing public trust, and the Committee do not underestimate its impact. This Report is intended to increase that understanding, as well as to propose improvements. This report sets out the range of functions that an MP undertakes.
