Beginning with the invention of balloons that lifted early explorers into the stratosphere, Ted Spitzmiller describes how humans first came to employ lifting gasses such as hydrogen and helium. He traces the influence of science fiction writers on the development of rocket science, looks at the role of rocket societies in the early twentieth century, and discusses the use of rockets in World War II warfare. Spitzmiller considers the engineering and space medicine advances that finally enabled humans to fly beyond the earth's atmosphere during the space race between the United States and the Soviet Union. At the request of NASA, the National Research Council (NRC) addressed three main questions about these changes: what should be the role and size of Johnson Space Center's (JSC) Flight Crew Operations Directorate (FCOD); what will be the requirements of astronaut training facilities; and is the Astronaut Corps' fleet of training aircraft a cost-effective means of preparing astronauts for NASA's spaceflight program? This report presents an assessment of several issues driven by these questions. This report does not address explicitly the future of human spaceflight.

The Mercury, Gemini, and Apollo programs were discussed. Special emphasis was given to advanced plan ning for the manned space program in the post-Apollo period. The three areas of major manned effort after the initial landings on the moon are (1) extensions of the lunar program to include exploration and exploitation of the lunar surface, (2) development of earth orbital operations, and (3) a manned interplanetary program, probably directed initially at Mars.
