This is particularly important in the case of a developing country when a professional engineer accepts the responsibility to formulate policies evaluate equipment imple ment projects and train national people. 1. Government, geography and climate Papua New Guinea, an independent and self governing state since 1975, is located directly North of Australia above the North Eastern State of Queensland. The country extends from 141° east longitude, at the border with Indonesia (Irian Jaya) to 160° east longitude and between latitudes 1° and 12° south (see figure 1). Papua New Guinea is a parliamentary democracy, with a single legis lature known as the National Parliament (1). The State is divided into 19 provinces plus the National Capital District (Port Moresby) with de centralized Government established in each province. Before independence the country comprised the Australian territory of Papua in the southern regions and the United Nations Trust Territory of New Guinea in the North (1). Land area is 462,840 square kilometres This inclUdes the mainland, the three large islands of New Britain, ~ew Ireland and fiougainville plus 600 small islands and archipelagos. Approximate direct distances from the capital city of Port Moresby to some of the other centres are : Vanimo 990 km, Rabaul SOO km, Arawa 990 km and Lorengau S25 km.

All nations have therefore embarked upon Research and Development pro grams of varying magnitudes to explore and effectively utilize renewable sources of energy. Albeit a low-grade energy with large temporal and spatial variations, solar energy is abundant, cheap, clean, and renewable, and thus presents a very attractive alternative source. The direct conver sion of solar energy to electricity (photovoltaic effect) via devices called solar cells has already become an established frontier area of science and technology. Born out of necessity for remote area applications, the first commercially manufactured solar cells - single-crystal silicon and thin film CdS/Cu2S - were available well over 20 years ago. Indeed, all space vehicles today are powered by silicon solar cells. But large-scale terrestrial applications of solar cells still await major breakthroughs in terms of discovering new and radical concepts in solar cell device structures, utilizing relatively more abundant, cheap, and even exotic materials, and inventing simpler and less energy intensive fabrication processes. No doubt, this extraordinary challenge in R/D has led to a virtual explosion of activities in the field of photovoltaics in the last several years.

These Proceedings contain all the scientific papers delivered at the Conference. The following is a short summary of the Conference activities. The Conference was opened by the Minister of Industry and Energy of Portugal, Eng. Luis Mira do Amaral. At the opening ceremony the Becquerel Prize, created by the Commission of the European Communities, was awarded to Professor Werner Bloss of the University of Stuttgart, and presented by Professor Philippe Bourdeau, Director at the Directorate-General for Science, Research and Development. The Becquerellecture delivered by Professor Bloss constituted the scientific opening to the conference. About 760 delegates from 53 countries presented around 350 contributions, 50 of them as plenary lectures; the contributions were selected among the many papers submitted, this time more strictly than ever before. Also a selected group of scientists were invited to deliver 15 review lectures, to provide an adequate context to the contributions to the Conference. A Symposium on Photovoltaics in Developing Countries, which was very well attended, took place as a parallel event. The Symposium provided an opportunity to hear not only experts of the industrialized countries, but also speakers from the countries where photovoltaics provides services of paramount value.

The reasons why it qualifies so strongly for this particular purpose are manyfold. The attractive combination of physical (electrical) properties of silicon and the unique properties of its native oxide layer have been the original factors for its breathtaking evolution in device technology. The majority of reasons, however, for its present status are correlated with industrial prosessing in terms of charge units ( economy), reliability (reproducibility), and flexibility, but also its availability. The latter point, in particular, plays an important role in the different long-term projects on the terrestrial application of solar cells. Practically inexhaustive resources of silicon dioxide form a sound basis even for the most pretentious programs on future alternatives to relieve the present situation in electrical power generation by photovol taics. Assuming a maximum percentage of 10% to be replaced by the year 2000 would roughly mean a cumulative annual production of 2 million metric tons of crude silicon (based on present solar cell standards)!). To illustrate the orders of magnitude that have to be discussed in pertinent programs: Today, the industrial silicon capacity of non-communistic countries (including ferrosili con and other alloys by their relative Si-content) amounts to some 2 million tons per year.
