However, the scale of some of the allowances paid to staff to relocate to Salford is difficult to justify. There were 11 cases where the cost of relocating staff exceeded £100,000 per person, with one costing £150,000. The BBC also failed to make a proper record of the exceptions it made to its allowance policy. The longer term success of the move to Salford depends on the BBC achieving the wider benefits it promised. These include reducing the gap between Northern and Southern audiences in the BBC's market share and stimulating economic and other regional benefits, including creating up to 15,000 jobs. The BBC should set clearly defined expectations for its relationships with its commercial partners and make clear that they must pay their fair share of tax. The BBC's decision to enter into a 10-year contract with the Peel Group for studio space at Salford seems to take little account the fast pace of change in the broadcasting industry. The BBC could end up having to pay for studio services it no longer needs and become overly dependent on them. There is also dismay at the abandonment of the BBC's Digital Media Initiative at a cost to the licence fee payer of £100 million. Book excerpt: Government spending on the NHS has increased by 70%, from £60 billion in 2000-01 to £102 billion in 2010-11., with around 40% spent on services provided by acute and foundation hospitals. There have been significant improvements in the performance of the NHS, particularly in those areas targeted by the Department of Health (the Department) such as hospital waiting times and outcomes for patients with cancer and coronary heart disease. But productivity has actually fallen over the last decade. The Office for National Statistics estimates that, since 2000, total NHS productivity fell by an average of 0.2% a year, and by an average of 1.4% a year in hospitals. The trend of falling productivity will need to be reversed if the NHS is to meet the Department's productivity challenge, to deliver up to £20 billion of efficiency savings a year, by 2014-15, without compromising services. The Payment by Results approach (a tariff for procedures) has driven some improvements, but it only covers 60% of hospital activity and there is substantial variation in hospital costs and activity. The tariff system could, though, prioritise price over quality. National pay contracts have not yet been used to manage staff performance effectively, and consultants' productivity has fallen at the same time as they have had significant pay rises. There are risks to the NHS being able to deliver up to £20 billion savings annually, for reinvestment in healthcare, alongside implementing a substantial agenda of reform. Productivity improvements will be key to delivering these savings.

His wife, Ms Julie Kirkbride, was MP for Bromsgrove from 1997 to 2010. They had homes in Bromsgrove and in London. For Parliamentary allowance purposes, the Bromsgrove property was Mr Mackay's declared main home and Ms Kirkbride's second home; the London property was Ms Kirkbride's declared main home and Mr Mackay's second home. In October 2009, the Parliamentary Commissioner for Standards received a complaint about the claims made by both Ms Kirkbride and Mr Mackay. The complaint against Mr Mackay was that he had wrongly identified the Bromsgrove property as his main home for the purposes of making ACA claims. The complaint against Ms Kirkbride was that she had wrongly claimed against ACA for the cost of building an extension to the same property. The complaint made against Ms Kirkbride is not upheld. Commissioner and Committee conclude, however, that Mr Andrew Mackay breached the rules relating to second home allowances by wrongly designating his home in Bromsgrove as his main home for ACA purposes and because his claims against ACA for his London home were not beyond reproach. The Committee is very disappointed that, even after seeing the Commissioner's full report, Mr Mackay maintains that he did not break the rules, when it is quite clear that he did. Mr Mackay, no longer a Member of Parliament, should apologise in writing.
