Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India) comprising over fifty research papers and two book-length studies detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. This volume, the second on India, addresses the question of state impunity, suggesting that on the issue of the violation of human and civil rights, and particularly in relation to the question of sexual violence, the state has been an active and collusive partner in creating states of exception, where its own laws can be suspended and the rights of its citizens violated. Drawing on patterns of sexual violence in Kashmir, the Northeast of India, Chhattisgarh, Haryana and Rajasthan, the essays together focus on the long histories of militarization and regions of conflict, as well as the ‘normalized’ histories of caste violence which are rendered invisible because it is convenient to pretend they do not exist. Even as the writers note how heavily the odds are stacked against the victims and survivors of sexual violence, they turn their attention to recent histories of popular protest that have enabled speech. They stress that while this is both crucial and important, it is also necessary to note the absence of sufficient attention to the range of locations where sexual violence is endemic and often ignored. Resistance, speech, the breaking of silence, the surfacing of memory: these, as the writers powerfully argue, are the new weapons in the fight to destroy impunity and hold accountable the perpetrators of sexual violence. Book excerpt: The Nellie incident, involving the massacre of about 2,000 Muslim villagers, took place during the antiforeigner movement in Assam, in order to drive out illegal Bangladeshi and Nepali immigrants. Unlike the communal “riots” in the other parts of India from the 1980s to 2000s, this was an incident which took place in rural areas. The attackers were part of the indigenous tribal population, and Assamese Hindus of lower strata. The Nellie Massacre of 1983 is an attempt to search for clues from the narratives of attackers and survivors of the incident, which are fragmented and sometimes contradictory to each other. The key focus of the book is on the local decision-making processes of the riot agents in deciding to use collective violence against another group/community/ethnicity especially in the context of rural India. By using the case study of the Nellie massacre, the author attempts to argue that rioters have their own agency and decision-making power, and were not mere puppets of ideology and structural causes. Instead, they interpreted the circumstances in their own way and decided to riot.

Book excerpt: In 1864, Union soldier Charles George described a charge into battle by General Phil Sheridan: "Such a picture of earnestness and determination I never saw as he showed as he came in sight of the battle field . . . What a scene for a painter!" These words proved prophetic, as Sheridan’s desperate ride provided the subject for numerous paintings and etchings as well as songs and poetry. George was not alone in thinking of art in the midst of combat; the significance of the issues under contention, the brutal intensity of the fighting, and the staggering number of casualties combined to form a tragedy so profound that some could not help but view it through an aesthetic lens, to see the war as a concert of death. It is hardly surprising that art influenced the perception and interpretation of the war given the intrinsic role that the arts played in the lives of antebellum Americans. Nor is it surprising that literature, music, and the visual arts were permanently altered by such an emotional and material catastrophe. In The Arts and Culture of the American Civil War, an interdisciplinary team of scholars explores the way the arts – theatre, music, fiction, poetry, painting, architecture, and dance – were influenced by the war as well as the unique ways that art functioned during and immediately following the war. Included are discussions of familiar topics (such as Ambrose Bierce, Peter Rothermel, and minstrelsy) with less-studied subjects (soldiers and dance, epistolary songs). The collection as a whole sheds light on the role of race, class, and gender in the production and consumption of the arts for soldiers and civilians at this time; it also draws attention to the ways that art shaped – and was shaped by – veterans long after the war.
