On September 11, 2001, local law enforcement agencies throughout the United States were thrust into the war on terrorism. The current law enforcement business-as-usual attitude and incremental programmatic responses do not ensure a long-term success. Any act of terrorism will initially be a local issue that requires immediate response by various local agencies, such as medical, fire, and police the communities first responders. Thus local law enforcement organizations must recognize and embrace the critical and essential role they play in homeland security and the war on terrorism. In today s security environment, community policing is one of the most successful strategies employed by law enforcement organizations. Community policing focuses on crime and social disorder through the delivery of police services that include aspects of traditional law enforcement, preventive measures, problem solving, community engagement, and partnerships. At some point in the future, the line between homeland security and everyday policing will become indistinguishable. At that point, homeland security institutionalization at the local level will have been fully achieved. This thesis attempts to identify the need for homeland security institutionalization in local law enforcement organizations. The thesis argues that community-based policing principles combined with other progressive law enforcement practices such as Intelligence-led policing are crucial aids in that effort.

While local police must effectively address community needs associated with crime and quality of life, they are also now on the front lines of the nation's battle against the forces of international terrorism. Using existing knowledge (derived primarily from the emergency management field), police agencies have worked to develop locally relevant, viable and available expertise in the developing field of HLS. If federal estimates are accurate, however, a critical mass of these experts will retire within the next five years. As these organizational experts approach retirement, their communities will be forced to deal with the consequences of an exodus of fundamental knowledge, experience and expertise. Police organizations will be challenged to continue the efficient delivery of homeland security services absent the experts who were instrumental in developing the field. Existing research in Knowledge Management (KM) may offer some guidance to managing this problem. KM seeks to offer organizational guidance on how to identify knowledge generation processes and then leverage, maintain and manage knowledge assets within an organization. Rather than being a manual to teach a person how to be an intelligence analyst, it is directed toward that manager, supervisor, or officer who is assigned to create an intelligence function. It is intended to provide ideas, definitions, concepts, policies, and resources. It is a primera place to start on a new managerial journey. Every law enforcement agency in the United States, regardless of agency size, must have the capacity to understand the implications of information collection, analysis, and intelligence sharing. Each agency must have an organized mechanism to receive and manage intelligence as well as a mechanism to report and share critical information with other law enforcement agencies. In addition, it is essential that law enforcement agencies develop lines of communication and information-sharing protocols with the private sector, particularly those related to the critical infrastructure, as well as with those private entities that are potential targets of terrorists and criminal enterprises. Not every agency has the staff or resources to create a formal intelligence unit, nor is it necessary in smaller agencies. This document will provide common language and processes to develop and employ an intelligence capacity in SLTLE agencies across the United States as well as articulate a uniform understanding of concepts, issues, and terminology for law enforcement intelligence (LEI). While terrorism issues are currently most pervasive in the current discussion of LEI, the principles of intelligence discussed in this document apply beyond terrorism and include organized crime and entrepreneurial crime of all forms. Drug trafficking and the associated crime of money laundering, for example, continue to be a significant challenge for law enforcement. Transnational computer crime, particularly Internet fraud, identity theft cartels, and global black marketeering of stolen and counterfeit goods, are entrepreneurial crime problems that are increasingly being relegated to SLTLE agencies to investigate simply because of the volume of criminal incidents. Similarly, local law enforcement is being increasingly drawn into human trafficking and illegal immigration enterprises and the often associated crimes related to counterfeiting of official documents, such as passports, visas, driver's licenses, Social Security cards, and credit cards. All require an intelligence capacity for SLTLE, as does the continuation of historical organized crime activities such as auto theft, cargo theft, and virtually any other scheme that can produce profit for an organized criminal entity. To be effective, the law enforcement community must interpret intelligence-related language in a consistent manner. In addition, common standards, policies, and practices will help expedite intelligence sharing while at the same time protecting the privacy of citizens and preserving hard-won community policing relationships.~

The research finds that within a non-major police agency, the critical nodes for implementing effective homeland security hinge on an integrated leadership, communication and data collection synergy that leaders of these non-major departments can be taught and implement. This research contributes to the growing literature seeking to merge traditional law enforcement responsibilities with emerging homeland security requirements more effectively.

This concept opens the possibility of greater local involvement in national policy implementation—and provides international treaties an opportunity to advance global policy by incorporating the efforts of local actors into their implementation framework. Much of international policy involves enforcement through international-to-national linkages forming an “implementation chain,” but devolution offers the potential to extend the implementation chain by providing national-to-local linkages. This book explores the nature of such linkages, taking as a case study the Convention on the International Trade in Endangered Species (CITES) via its domestic analog in the U.S., the Endangered Species Act (ESA). The analysis employs both quantitative and qualitative methods including interviews, surveys, statistical analysis, and document review. The author concludes that while the framework of CITES enforcement in the U.S. allows for national-to-local extension of the CITES implementation chain, it also presents challenges that should be addressed by international policymakers who consider devolution as a way of assisting global policy. The book includes a Foreword by Scott A. Frisch, a professor of political science (and chair of the department) at California State University, Channel Islands. Frisch notes that "in this book Jonathan Liljeblad offers an enlightening and long-overdue look at the issue of local implementation of international policy.... Liljeblad is able to arrive at insightful conclusions as well as concrete recommendations for policymakers wishing to improve coordination and execution of international policies that rely on local governments for their implementation."
