Book 2023 Guidelines for the Control and Management of Ships Biofouling to Minimize the Transfer of Invasive Aquatic Species

Download or read book 2023 Guidelines for the Control and Management of Ships Biofouling to Minimize the Transfer of Invasive Aquatic Species written by and published by . This book was released on 2024 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The introduction of harmful aquatic organisms to new environments by ships has been identified as a major threat to the world's oceans and to the conservation of biodiversity. Biofouling, described as the undesirable accumulation of microorganisms, plants, algae and animals on submerged structures (especially ships' hulls), is considered one of the main vectors for bioinvasions. These Guidelines for the control and management of ships' biofouling to minimize the transfer of invasive aquatic species are intended to provide a globally consistent approach to the management of biofouling. They were initially adopted by the Marine Environment Protection Committee (MEPC) of the International Maritime Organization at its sixty-second session, from 11 to 15 July 2011, in the form of resolution MEPC.207(62) following three years of consultation between IMO Member States, and subsequently revised following four years of consultation culminating in the adoption of the 2023 Biofouling Guidelines by the eightieth session of the MEPC, held from 3 to 7 July 2023. The Guidelines represent a decisive step towards minimizing the transfer of aquatic invasive species by ships.

Book Coast Internship Vessel Biofouling Management and Invasive Species Project

Download or read book Coast Internship Vessel Biofouling Management and Invasive Species Project written by Julisa Pennie Portugal and published by . This book was released on 2020 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The overarching theme for my internship with the California State Lands Commission was identifying commercial vessel biofouling and enforcement compliance on biofouling regulations. Biofouling is a major pathway for the introduction of non-indigenous marine species into new regions. The internship comprised three projects focused on the implementation and enforcement of vessel biofouling management strategies and requirements. These requirements require every vessel to provide a detailed biofouling management plan for specific niche areas and a biofouling record book with recordings of actions taken. For the first project, remote operated vehicle (ROV) surveys were conducted on five vessels that were involved in the Wheeler North Reef mitigation project. These surveys provided insight on the extensive amount of biofouling found on the vessel hull bottom. The second and third projects focused on vessel biofouling management practices and the enforcement of California Code of Regulations Article 4.8, Biofouling Management to Minimize the Transfer of Nonindigenous Species from Vessels Arriving at California Ports (Title 2, Chapter 3, Sections 2298.1 et seq.). The second project involved on-board inspections of the vessel's biofouling management plan and record book. Eleven vessels docked in the Ports of Long Beach and Los Angeles were inspected for proper documentation. The third project delivered a broader perspective on enforcement compliance and non-compliance by the shipping industry since the inception of these new laws. Working on these projects gave me a deeper understanding of environmental policy and how compliance is enforced. I also gained a better understanding of how a blend of communication and interaction among different industries, stakeholders, and regulators is crucial to preventing the spread of invasive species.

Download or read book Biosecurity written by Susan M Hester and published by CRC Press. This book was released on 2024-07-03 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: Biosecurity: A Systems Perspective provides an overview of biosecurity as a system of related components, actors, and risks. This book—directed to the biosecurity practitioner, generalist scientist, and student—introduces overall features of the biosecurity system while walking the reader through the most up-to-date research on each step of the continuum (i.e. pre-border, border, and post-border activities). This book, which explicitly incorporates economic and social dimensions as well as varied decision-making contexts, paves the way for a more systemic approach to biosecurity risk management. The work spans statistics, ecology, mathematics, economics, veterinary science, human medicine, and sociology, involving collaborators across government, academia, and the private sector. This book uses a broad definition of biosecurity, rather than solely focusing on plant health, animal health, security, or one step of the biosecurity system (e.g. surveillance). As such, this book is a one-stop shop for readers interested in all aspects of biosecurity. The content and language are accessible to a wide range of audiences, including generalist scientists, biosecurity practitioners, and graduate students. More complex content is introduced in standalone boxes or chapters. The book follows a clear, simple structure within and among chapters (i.e. following the structure of the biosecurity system), making it a preferred option for graduate students. This book introduces novel cross-cutting themes, such as the importance of economic efficiency and institutional and social factors, going beyond the traditional science-based approach to biosecurity. Written in partnership with government agency practitioners, this book uses on-the-ground case studies to demonstrate how biosecurity principles are applied in practice. The book addresses challenges common to regulators in general, namely efficient regulation in uncertain and rapidly changing environments with multiple stakeholders who have—at times—conflicting priorities. Chapters 6, 7, 8, 9 and 14 are available to read Open Access via Creative Commons Attribution-No Derivatives (CC-BY-ND) 4.0, at https://www.taylorfrancis.com/books/edit/10.1201/9781003253204/.

This book was released on 2019 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: Biofouling (or rather: biological fouling) on ships refers to the process where micro-organisms, plants, algae, or animals accumulate on outside areas of the ship that are (mostly) underwater. Biofouling on ships can result in the transfer of (non-native) invasive aquatic species. This risk has been addressed in the International Maritime Organization’s (IMO) 2011 Guidelines for the control and management of ships’ biofouling to minimize the transfer of invasive aquatic species (MEPC.207(62)). In this report, the implementation of this guideline in the Netherlands will be reviewed, based on interviews and an online survey.

Book The Routledge Handbook of Polar Law

Download or read book The Routledge Handbook of Polar Law written by Yoshifumi Tanaka and published by Taylor & Francis. This book was released on 2023-07-25 with total page 734 pages. Available in PDF, EPUB and Kindle. Book excerpt: Polar law describes the normative frameworks that govern the relationships between humans, States, Peoples, institutions, land and resources in the Arctic and the Antarctic. These two regions are superficially similar in terms of natural environmental conditions but the overarching frameworks that apply are fundamentally different. The Routledge Handbook of Polar Law explores the legal orders in the Arctic and Antarctic in a comparative perspective, identifying similarities as well as differences. It points to a distinct discipline of "Polar law" as the body of rules governing actors, spaces and institutions at the Poles. Four main features define the collection: the Arctic-Antarctic interface; the interaction between global, regional and domestic legal regimes; the rights of Indigenous Peoples; and the increasing importance of private law. While these broad themes have been addressed to varying extents elsewhere, the editors believe that this Handbook brings them together to create a comprehensive (if never exhaustive) account of what constitutes Polar law today. Leading scholars in public international and private law as well as experts in related fields come together to offer unique insights into polar law as a burgeoning discipline.

Available in PDF, EPUB and Kindle. Book excerpt: The European zebra mussel in the Great Lakes, a toxic Japanese dinoflagellate transferred to Australia--such biologically and economically harmful stowaways have made it imperative to achieve better management of ballast water in ocean-going vessels. Stemming the Tide examines the introduction of nonindigenous species through ballast water discharge. Ballast is any solid or liquid that is taken aboard ship to achieve more controlled and safer operation. This expert volume Assesses current national and international approaches to the problem and makes recommendations for U.S. government agencies, the U.S. maritime industry, and the member states of the International Maritime Organization. Appraises technologies for controlling the transfer of organisms--biocides, filtration, heat treatment, and others --with a view toward developing the most promising methods for shipboard demonstration. Evaluates methods for monitoring the effectiveness of ballast water management in removing unwanted organisms. The book addresses the constraints inherent in ballast water management, notably shipboard ballast treatment and monitoring. Also, the committee outlines efforts to set an acceptable level of risk for species introduction using the techniques of risk analysis. Stemming the Tide will be important to all stakeholders in the issue of unwanted species introduction through ballast discharge: policymakers, port authorities, shippers, ship operators, suppliers to the maritime industry, marine biologists, marine engineers, and environmentalists.
