Book excerpt: The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Book excerpt: Policy making in food security is at a crossroads in India, particularly for the rice crop. Whereas India has emerged has a leading rice exporter over the last two years, the government has also introduced a large food subsidy program called the National Food Security Act. The program requires that 33.6 million metric tons of rice per year be distributed to the marginalized rural and urban populations of the country. In this study, we analyze the long-term impact of India’s Food Security Act on its domestic rice market and the international market for rice. We specify and apply a structural demand-and-supply model to India’s rice market and link it with the world rice market, as part of a broad partial equilibrium modeling system of international agriculture commodity markets. We specifically focus on three different scenarios—subsidy as a price effect, subsidy as an inelastic income effect, and subsidy as an elastic income effect—under the broader framework of the National Food Security Act. We find that at the end of the projection period (the 2024/2025 crop year), as a result of the rice subsidy program, the consumption of rice increases significantly by 6,831 thousand metric ton (MT) in the case of the price effect while the inelastic income effect has little on production, consumption which increase by 265 thousand MT and 269 thousand MT, respectively and no impact on rice export of India.

Now a new approach has revealed the underlying non-classical principle behind all these 'anomalous' laws: — Pareto’s law of elite incomes — Zipf’s law of word frequencies — Lotka’s law of scientific publications — Kleiber’s law of metabolic rates — the Clausewitz-Dupuy law of combat friction — Moore’s law of computing costs — the Wright-Henderson cost law — Weibull’s law of electronics failures — the Flynn Effect in IQ scores — Benford’s law of digit frequencies — Farr’s law of epidemics — Hubbell’s neutral theory of biodiversity — Rogers’ law of innovation classes — Wilson’s law of island biogeography — Smeed’s law of traffic fatalities The general law behind all these particular laws (and countless others) is the "decline effect". As a system ages or grows in size, the rules of probability subtly change. Entropy increases, rare items become rarer, and average performance measures decline. The human meaning of a decline may be positive (decreasing costs, falling epidemic mortality) or negative (lower customer loyalty, decreasing efficiency), but the mathematical pattern is always the same. The implications are enormous, as these examples show: All epidemic diseases decline in infectiousness and in lethality. HIV-AIDS went from a highly infectious, 95-percent fatal disease, to a survivable condition with a latency of decades. COVID-19 went from a death rate of 7 percent in early 2020, to under 2 percent in 2022. Hereditary dynasties around the world declined smoothly in lifespan, from hundreds of years to tens of years. When democracies replaced monarchies, the decline (in spans of party control) continued.
