Book excerpt: This political analysis exposes the fanciful logic that the United States can use nuclear weapons to vanquish nuclear adversaries or influence them when employing various coercive tactics. During the Cold War, American policymakers sought nuclear advantages to offset an alleged Soviet edge. Policymakers hoped that US nuclear capabilities would safeguard deterrence, when backed perhaps by a set of coercive tactics. But policymakers also hedged their bets with plans to fight a nuclear war to their advantage should deterrence fail. In The False Promise of Superiority, James H. Lebovic argues that the US approach was fraught with peril and remains so today. He contends that the United States can neither simply impose its will on nuclear adversaries nor safeguard deterrence using these same coercive tactics without risking severe, counterproductive effects. As Lebovic shows, the current faith in US nuclear superiority could produce the disastrous consequences that US weapons and tactics are meant to avoid. This book concludes that US interests are best served when policymakers resist the temptation to use, or prepare to use, nuclear weapons first or to brandish nuclear weapons for coercive effect.

Book excerpt: Combining corpus linguistics, critical discourse analysis, and a discourse analysis of narratives, this book considers one aspect of the Brexit process: the language that journalists, politicians and individuals used to write and talk about what it means to be British and European around the time of Brexit. It reveals a trajectory towards a discourse of national division in Brexit Britain in three datasets: pro-Brexit newspaper articles, UK Government documents, and interviews with individual citizens. Demonstrating the important role that (supra-)national identity discourses played in discussions about Brexit, the book traces a shift towards a representation of Brexit Britain as divided and in decline at a time when the construction of a collective identity is likely to be paramount. The emerging representation is a direct contradiction of the great global trading nation narrative that the Vote Leave campaigners – and later the UK Government – promised, questioning the discursive success of the Global Britain project. Constructing Brexit Britain demonstrates that the transition from pre- to post-Brexit Britain was a crucial period of destabilisation for institutional and lay national identity narratives. It also illustrates that the coming years are likely to be just as important, as the UK forges its post-Brexit place in the world amid declining levels of trust in politicians, calls for a second Scottish membership referendum, the COVID-19 pandemic, and a cost of living crisis.

To fulfil these responsibilities, though, local government must be democratically legitimate; it must have at its disposal reasonable means and resources to function; and it must enjoy a healthy and balanced relationship with centralised government. This book explores and analyses the extent to which local government in the different parts of the United Kingdom is able to function effectively and democratically. They took the opportunity to reduce defence spending and foster their own national defence industries; interoperability was limited to air and maritime missions on a small scale. The 2014 Russian annexation of Crimea and war by proxy in eastern Donbass was a wake-up call, while China’s creeping seizure and fortification of islands in the South China Sea, as well as its relentless acquisition of Western technologies, similarly alerted the Western leadership to a less benign strategic environment. But the real shift occurred in 2022. China and Russia not only announced their ‘unlimited friendship’, but made clear their intention to reduce American hegemony by breaking up the NATO alliance and its Pacific equivalents. This volume is the first account of the challenges and solutions for so-called strategic integration in this coercive global situation. The contributors show, thematically and through selected national case-studies, how strategic integration and interoperability are conceived, debated, problematised and resolved. The chapters are written with specific reference to the illegal Russian invasion of Ukraine, which has galvanised a new era of integration and alliance cooperation within NATO.
