Продовольственные системы быстро эволюционируют, чтобы удовлетворить растущий и изменяющийся спрос, но они не обеспечивают потребности всех слоев населения. Когда настоящий отчет уже был передан на печать, вспышка коронавирусной инфекции привела к возникновению новой глобальной угрозы. Пока весь мир борется с пандемией, а экономика стран и источники средств существования населения дестабилизированы, в такой ситуации, по-видимому, больше всего пострадают бедные и уязвимые слои населения. Устранение последствий этого потрясения — от нарушения производственно-сбытовых цепочек и тор- говли до значительного роста безработицы и увеличения уровня бедности — настоятельно требует принятия в краткосрочной перспективе эффективных целевых мер социальной защиты наиболее уязвимых слоев населения. Для обеспечения долгосрочной устойчивости необходимо создавать инклюзивные продовольственные системы. В процессе модернизации продовольственных систем в целях их трансформации в климатические оптимизирован- ные, ориентированные на поддержание здоровья населения и устойчиво развивающиеся структуры необходимо также стремиться вовлечь в эти структуры мелких фермеров, молодежь, женщин, лиц, пострадавших в результате конфликтов, а также представителей других бедных и маргинальных слоев населения.

Book excerpt: The persistence of undernutrition and the increasing levels of overweight and obesity worldwide (with their associated societal costs) are calling for a transformation of food systems towards healthier diets. Fruits and vegetables are key components of a healthy diet; however, their consumption is considerably below the minimal levels recommended by the World Health Organization (WHO). This underconsumption is particularly pronounced in low- and middle-income countries and among low-income socio-economic groups in all countries. This paper uses the value chain approach to analyze the factors that affect the availability and affordability of fruits and vegetables. It examines major challenges across the value chain and identifies opportunities for improvement as seen through a nutrition-sensitive lens. Factors that negatively affect the availability and affordability of fruits and vegetables discussed in this paper include low production and productivity, the loss of agrobiodiversity, inadequate technology, logistics and infrastructure, weak organizational, business, and technical skills, and inefficient market linkages across the supply chain. The paper proposes a number of policy recommendations based on insights from documented cases of good practices and on lessons learned in domestic and export-oriented value chains. The paper makes a case for reviving native, underutilized, and neglected fruit and vegetable varieties to improve nutrition and increase agrobiodiversity. In addition, short value chains delivering to local markets are recommended as a resilience strategy for smallscale producers and low-income consumers in the face of climatic and economic shocks.

Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.

Book excerpt: Modern cooling technologies that utilize renewable energy sources have been increasingly recognized as a promising tool to address a multitude of challenges emerging in progressively complex food systems in developing countries. When provided as cold-storages inside horticulture markets, cooling technologies can potentially contribute to improved quality of products and strengthened vertical linkages. Knowledge gaps about the actual impacts of these technologies in developing countries remain, especially in Africa south of Sahara (SSA). This study partly fills this knowledge gap by providing evidence from the evaluation of recent interventions in northeast Nigeria in which 7 small solar-powered cold-storages were installed across 7 horticulture markets. Combinations of difference-in-difference and variants of propensity-score-based methods suggest that using cold-storages significantly increased horticulture sales volumes and revenues of market-agents. Back-of-the-envelope calculations indicate that increased net revenues for market-agents may be sufficiently large to recoup the investments and operating costs of cold-storages within a reasonable time frame. Using cold-storage also reduced the share of food loss and lengthened the products' shelf-life, while raised prices received by both market-agents and farmers, which were associated with improved product quality, expanded value-adding activities by market-agents, and increased use of advance payments. We find no evidence of negative spillover effects inside horticulture markets. Finally, additional food-science experiments confirm that cold-storages preserve original physical and nutritional qualities of key horticultural products several days longer than products stored under ambient temperature.
