Когда настоящий отчет уже был передан на печать, вспышка коронавирусной инфекции привела к возникновению новой глобальной угрозы. Пока весь мир борется с пандемией, а экономика стран и источники средств существования населения дестабилизированы, в такой ситуации, по-видимому, больше всего пострадают бедные и уязвимые слои населения. Устранение последствий этого потрясения — от нарушения производственно-сбытовых цепочек и тор- говли до значительного роста безработицы и увеличения уровня бедности — настоятельно требует принятия в краткосрочной перспективе эффективных целевых мер социальной защиты наиболее уязвимых слоев населения. Для обеспечения долгосрочной устойчивости необходимо создавать инклюзивные продовольственные системы. В процессе модернизации продовольственных систем в целях их трансформации в климатические оптимизирован- ные, ориентированные на поддержание здоровья населения и устойчиво развивающиеся структуры необходимо также стремиться вовлечь в эти структуры мелких фермеров, молодежь, женщин, лиц, пострадавших в результате конфликтов, а также представителей других бедных и маргинальных слоев населения.

Book excerpt: Global estimates show over half a billion people go hungry (FAO, 2020) and close to 2 billion people are either obese or overweight with another 2 billion of the world’s population suffering from micronutrient deficiencies (Micha et al., 2020, Fresco et al., 2017). Inarguably, the world faces significant malnutrition problem (including micro- and macro-nutrient deficiencies, obesity, and diet related non-communicable diseases). This is evident in a recent analysis pointing out that effort in achieving the Global Nutrition Targets is likely to be missed. The observed malnutrition threat is accompanied by climate change, which is influencing food production and consumption trends, and thereby leading to undernutrition and affecting overall development. In addition, there are growing incomes, accelerated urbanization, and expanding middle classes which are also causing significant changes in consumer behaviour and nutritional choices, necessitating both public and private expenditures for better food market integration. As a result, there is a pressing need to examine our food systems to guarantee food and nutrition security and to advance sustainable development. It is likely that the COVID-19 impact may further exacerbates the worsening food insecurity and nutritional status of the most vulnerable groups including women, children and adolescents, refugees and displaced people, smallholders in rural areas, and the urban poor.

Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

Section 6 discusses prospects for food security and nutrition in ECO member states until 2030. The 2015 Global Hunger Index (GHI) shows that the level of hunger in developing countries as a group has fallen by 27 percent. Yet the state of hunger in the world remains serious. This marks the tenth year that IFPRI has assessed global hunger using this multidimensional measure. This report’s GHI scores are based on a new, improved formula that replaces the child underweight indicator of previous years with child stunting and child wasting. This change reflects the latest thinking on the most suitable indicators for child undernutrition, one of three dimensions of hunger reflected in the GHI formula. Across regions and countries, GHI scores vary considerably. Regionally, the highest GHI scores, and therefore the highest hunger levels, are still found in Africa south of the Sahara and South Asia. Despite achieving the largest absolute improvements since 2000, these two regions still suffer from serious levels of hunger. Levels of hunger are alarming or serious in 52 countries. Most of the eight countries with alarming GHI scores are in Africa south of the Sahara. While no countries are classified in the extremely alarming category this year, this high level of hunger could still exist. Due to insufficient data, 2015 GHI scores could not be calculated for places that recently suffered from high levels of hunger, including Burundi, Comoros, Democratic Republic of the Congo, Eritrea, Somalia, South Sudan, and Sudan. 2015 Global Hunger Index Interactive App: http://ghi.ifpri.org
