Sure, you can access the manual on a web site - if you happen to have an internet connection. But, if you are out of the office nothing beats having the book right there. Why buy a book you can download for free? We print this so you don't have to. Some documents are only distributed in electronic media. Some online docs are missing some pages or the graphics are barely legible. When a new standard is released, an employee prints it out, punches holes and puts it in a 3-ring binder. While this is not a big deal for a 5 or 10-page document, many government documents are over 100 pages and printing a large document is a time-consuming effort. So, an employee is spending hours simply printing out the tools needed to do the job. That's time that could be better spent doing work.
