The U.S. Government Accountability Office (GAO), the Congressional Budget Office (CBO), and others have shown through budget simulations that the nation is facing a large and growing structural deficit in the long term, primarily because the population is aging and healthcare costs are rising. As the Comptroller General has noted, "Continuing on this unsustainable path will gradually erode, if not suddenly damage, our economy, our standard of living and ultimately our national security." New budgetary demands and demographic trends will place serious budgetary pressures on federal discretionary spending, as well as on other federal policies and programs, in the coming years. As resources become scarce, competition for them will increase. It is imperative, therefore, that government acquisition programs deliver as promised, not only because of their value to their users but because every dollar spent on one program will mean one less available dollar to fund other efforts. To get better results, programs will need higher levels of knowledge when they start and standardized monitoring metrics such as EVM so that better estimates can be made of total program costs at completion.

A cost estimate cannot be considered credible if it does not account for the cost effects of schedule slippage. An effective methodology for developing, managing, and evaluating capital program cost estimates includes the concept of scheduling the necessary work to a timeline, as discussed in the Cost Guide. Typically, schedule variances are followed by cost variances and management tends to respond to schedule delays by adding more resources or authorizing overtime. Therefore, a reliable schedule can contribute to an understanding of the cost impact if the program does not finish on time. Further, a schedule risk analysis allows for program management to account for the cost effects of schedule slippage when developing the life-cycle cost estimate.Having managed many construction projects over the years in the U.S., Europe and the Middle East, I can tell you that without a good (reasonable) schedule, a project cannot stay within budget. Budget is more important than schedule as far as I am concerned but without a well thought out schedule, the budget will be busted. Schedule slippage is bound to happen on any project due to unforeseen circumstances such as weather and politics, but I have a problem with circumstances that should have been foreseen. As a manager of project managers, I always took the approach that if something goes wrong, it is the Project Manager's fault. Many PMs working for me over the years felt this was unfair, but that's how it is. If there is a delay, the PM should have anticipated that and figured out a work-around. Reliable cost estimates can help an agency manage large complex activities like the 2020 Census, as well as help Congress make funding decisions and provide oversight. GAO was asked to evaluate the reliability of the Bureau's life-cycle cost estimate. Among other objectives, this report assesses the extent to which (1) the Bureau's life-cycle cost estimate met GAO's best practices for cost estimation and (2) the Bureau identified and accounted for key risks facing the 2020 Census. To meet these objectives, GAO reviewed documentary and testimonial evidence from Bureau officials responsible for developing the 2020 Census cost estimate. GAO used its cost assessment guide (GAO-09-3SP) and Standards for Internal Control in the Federal Government (GAO-14-704G) as criteria.
