To assist Air Force leaders and service providers in identifying the needs of their communities and prioritizing efforts to address them, the Air Force sponsored the 2017 Air Force Community Feedback Tool-a self-reported needs assessment of Air Force community members. The holistic approach asked participants about such issues as military practices and culture, work-life balance, and health and well-being (all chosen as top problems in the past year). The survey also asked about help-seeking behaviors, experiences with military and nonmilitary resources, and attitudes toward military resources and military life in general. A minority of those who reached out to resources had unmet needs, and survey responses suggested avenues to address these and other challenges. More than 88,000 active, guard, and reserve airmen; spouses of airmen; and Air Force civilian employees responded to the survey between August and October 2017. This report synthesizes results across the Air Force and draws lessons from the findings.

Research has shown that organizations that use GTO improve their programs and get better outcomes than organizations that do not use GTO. This GTO Operations Guide and four companion content area modules (CAMs) are designed for use by U.S. Air Force Community Action Teams (CATs) to aid each installation in developing its annual Community Action Plan for Integrated Resilience and Violence Prevention. This document provides guidance on how to plan, implement, and evaluate various types of programs, policies, practices, and procedures (P4). The guidance includes where to find evidence-based P4 and measures for their evaluation. Each GTO step is a separate chapter addressing a different activity that is key to running any kind of P4 well. Each chapter contains blank tools and detailed instructions to assist with that chapter's GTO step. The tools provide guidance on how to make decisions needed to plan and evaluate P4 and then serve as a written record of those decisions. This guide is not specific to any content area because the CATs will identify P4 across many different content areas. However, four CAMs that are companions to this guide focus on content and examples of the completed GTO tools for suicide prevention, sleep health promotion, workplace sexual harassment prevention, and stress prevention and reduction.

The RAND Suicide Prevention Program Evaluation Toolkit was designed to help program staff overcome these common challenges to evaluating and planning improvements to their programs. It begins by walking users through the process of developing a program logic model that ties program activities to intermediate outcomes, helping staff better understand the drivers of any changes in long-term outcomes, such as suicide rates. It then offers information about the latest evaluation research, helps users design an evaluation that is appropriate for their program type and available resources and expertise, supports the selection of measures for new evaluations and to augment or enhance ongoing evaluations, and offers basic guidance on how to analyze and use evaluation data for program improvement. Through checklists, worksheets, and templates, the toolkit takes users step by step through the process of identifying whether their programs produce beneficial effects, ultimately informing the responsible allocation of scarce resources. The toolkit's design and content are the result of a rigorous, systematic review of the program evaluation literature to identify evaluation approaches, measures, and tools used elsewhere and will be particularly useful to coordinators and directors of suicide prevention programs in the U.S. Department of Defense, Veterans Health Administration, community-based settings, and state and local health departments. A companion report, Development and Pilot Test of the RAND Suicide Prevention Program Evaluation Toolkit, offers additional background on the toolkit's design and refinement.
