Parallèlement, alors que la situation continua de s'améliorer sur le plan de malnutrition infantile, the progression de l'exces pondéral et de l'obésité est préoccupante dans la plupart des régions du monde. Ces constats, ainsi que d’autres, sont présentés en détail dans l’édition 2017 de L’État de la sécurité alimentaire et de la nutrition dans le monde (auparavant intitulé L’État de l’insécurité alimentaire dans le monde). Pour la première fois cette année, la publication du rapport est le fruit d’un partenariat élargi auquel, outre la FAO, le FIDA et le PAM, sont désormais associés l’OMS et l’UNICEF. Ce rapport marque également une nouvelle ère dans le suivi de la sécurité alimentaire et de la nutrition dans le contexte du Programme de développement durable à l’horizon 2030. Afin de mesurer les progrès réalisés quant à la concrétisation de l’objectif d’élimination de la faim, les auteurs se sont appuyés à la fois sur l’indicateur habituel de prévalence de la sous-alimentation et sur un nouvel indicateur – la prévalence de l’insécurité alimentaire grave – fondé sur l’échelle de mesure de l’insécurité alimentaire fondée sur les expériences. Le rapport analyse en outre diverses formes de malnutrition, notamment les tendances et les situations intéressant le retard de croissance, l’émaciation et l’excès pondéral chez l’enfant ainsi que l’obésité chez l’adulte. La partie thématique du rapport permet de mieux comprendre la mesure dans laquelle la multiplication des conflits dans le monde a des répercussions sur la sécurité alimentaire et la nutrition. Elle montre par ailleurs comment, par un renforcement de la sécurité alimentaire et de la résilience des moyens d’existence des populations rurales, il est possible de contribuer à la prévention des conflits et au maintien de la paix.

Nous devons donc agir si nous espérons libérer le monde de la faim et de la malnutrition sous toutes ses formes d’ici à 2030. D’après les estimations actualisées, le nombre de personnes souffrant de la faim augmente depuis trois ans et est en train de revenir au niveau où il se situait il y a presque 10 ans. Le taux de retard de croissance chez les enfants continue de diminuer, mais est toujours de plus de 22 pour cent chez les enfants de moins de cinq ans. D’autres manifestations de la malnutrition sont en augmentation: l’obésité des adultes poursuit sa hausse, quel que soit le niveau de revenu des pays, et de nombreux pays doivent faire face simultanément à plusieurs formes de malnutrition – obésité et excès pondéral, anémie chez les femmes, et émaciation et retard de croissance chez les enfants. Le rapport de 2017 a montré que les échecs de la lutte contre la faim dans le monde étaient étroitement liés à l’exacerbation des conflits et de la violence dans différentes régions du monde. On constatait aussi que dans certains pays, les données initiales donnaient à penser que les phénomènes liés au climat avaient des répercussions sur la sécurité alimentaire et la nutrition. L’édition de 2018 va plus loin. Elle montre que la variabilité du climat et les extrêmes climatiques – même en l’absence de conflit – sont des facteurs clés de la récente progression de la faim dans le monde et l’une des principales causes de crises alimentaires graves et de leurs impacts sur la nutrition et la santé. La variabilité du climat et l’exposition à des phénomènes climatiques plus complexes, plus fréquents et plus intenses menacent de rogner les acquis en matière de lutte contre la faim et la malnutrition, voire d’inverser la tendance. On constate aussi que la faim est beaucoup plus présente dans les pays dont le système agricole est très sensible aux précipitations, à la température et aux sécheresses graves, et dont une part importante de la population tire ses revenus de l’agriculture. Le présent rapport fait le point des nouveaux défis qu’il faudra relever pour éliminer la faim, l’insécurité alimentaire et la malnutrition sous toutes ses formes. Il est urgent d’accélérer et de porter à une plus grande échelle l’action pour le climat afin de renforcer la résilience et la capacité d’adaptation des populations et de leurs moyens d’existence face à la variabilité du climat et aux extrêmes climatiques. Ces considérations, et d’autres conclusions, sont détaillées dans L’état de la sécurité alimentaire et de la nutrition dans le monde 2018.
