According to FEMA, 2017 included three of the top five costliest hurricanes on record. The National Oceanic and Atmospheric Administration estimated that the cumulative damages from weather and climate related disasters in the United States were over $300 billion in 2017 alone. As of June 2018, Congress had appropriated over $120 billion in supplemental funding for response and recovery related to the 2017 hurricanes and wildfires. Further, in October 2017, close to 14,000 federal employees were deployed in response to the disasters.

Book excerpt: 2017 Hurricanes and Wildfires: GAO, FEMA & Homeland Security Report 1. 2017 HURRICANES AND WILDFIRES: GAO's Initial Observations on the Federal Response and Key Recovery Challenges (9/2018) Federal and state preparedness and coordination efforts prior to and after the 2017 hurricane and wildfire disasters facilitated the response in Texas, Florida, and California. FEMA and state emergency management officials implemented various preparedness actions prior to landfall of the hurricanes and during the wildfires. The federal government provided significant support to Puerto Rico and the U.S. Virgin Islands in response to Hurricanes Irma and Maria, but faced numerous challenges that complicated response efforts. FEMA efforts in Puerto Rico alone were the largest and longest single response in the agency's history. GAO found that FEMA faced a number of challenges that slowed and complicated its response efforts to Hurricane Maria, particularly in Puerto Rico. Many of these challenges were also highlighted in FEMA's own 2017 hurricane after action report. The 2017 hurricanes and wildfires highlighted some longstanding issues and revealed other emerging response and recovery challenges. 2. FEMA 2017 Hurricane Season After-Action Report (7/2018) The 2017 Hurricane Season was a devastating experience for millions of Americans, with more disaster survivors registering for assistance than the previous 10 years combined. While the Nation responded to three major hurricanes in quick succession-Harvey, Irma, and Maria-California simultaneously suffered historic wildfires. 3. Homeland Security 2017 National Preparedness Report The National Preparedness Report summarizes the progress that the Nation has made in becoming more secure and resilient across five mission areas: Prevention, Protection, Mitigation, Response, and Recovery. The report identifies crosscutting findings that apply across the mission areas, as well as key findings for each individual mission area. The report offers all levels of government, the private and nonprofit sectors, and the public practical insights into preparedness to support decisions about program priorities, resource allocation, and community actions.

Book excerpt: Further, federal, state, and local officials faced challenges finding temporary housing for disaster survivors given the extensive damage to available housing in each location. For example, given the widespread damage in Puerto Rico and lack of hotels and other temporary housing, FEMA transported survivors to the mainland United States to stay in hotels. FEMA also used new authorities and procedures to meet the need, such as providing Texas as much as $1 billion to manage its own housing program. However, this approach had not been used or tested in past disasters and state officials noted challenges in managing the program such as staffing shortfalls. State officials further noted challenges in coordinating with FEMA that led to delays in providing assistance to survivors. GAO will continue to monitor these programs.

In 2017, Hurricanes Irma and Maria damaged much of the electricity grids' transmission and distribution systems in USVI and Puerto Rico. Chapter 2 provides information on federal support for restoring the electricity grids in Puerto Rico and USVI and factors affecting this support. In 2017 two major hurricanes -- Irma and Maria -- caused extensive damage throughout Puerto Rico. Chapter 3 describes FEMA's Public Assistance spending in Puerto Rico and oversight efforts of federal recovery funds, and initial challenges with the recovery process. Chapter 4 provides information on DRF funding provided to Puerto Rico as a result of assistance associated with a major disaster. The primary focus of the territorial and federal efforts thus far has largely been on restoring electric power in Puerto Rico as reported in chapter 5. In September 2017, two major hurricanes -- Irma and Maria -- struck the USVI, causing billions of dollars in damage to its infrastructure, housing, and economy. Chapter 6 describes the status of FEMA's Public Assistance program funding provided to the USVI in response to the 2017 hurricanes as of October 1, 2018, and the USVI's transition to implementing the Public Assistance alternative procedures in the territory. Chapter 7 provides information on DRF funding provided to the U.S. Virgin Islands as a result of assistance associated with a major disaster. Chapter 8 provides information on DRF funding provided to Florida as a result of assistance associated with a major disaster. Chapter 9 provides a brief overview of the major disaster declaration process and federal assistance programs potentially available to those affected by the 2019 flooding in the Midwest. Following Hurricane Katrina, Congress required FEMA to establish advance contracts for goods and services to enable the government to quickly and effectively mobilize resources in the aftermath of a disaster. Chapter 10 assesses FEMA and USACE's use of advance contracts, FEMA's planning and reporting of selected advance contracts, and challenges, if any, with FEMA's use of these contracts. Chapter 11 addresses the extent to which federal agencies obligated funds on post-disaster contracts in response to the these events, and selected agencies experienced challenges in the planning of selected contracts.

Book excerpt: California and other wildfire-prone western states have experienced a substantial increase in the number and intensity of wildfires in recent years. Wildlands and climate experts expect these trends to continue and quite likely to worsen in coming years. Wildfires and other disasters can be particularly devastating for vulnerable communities. Members of these communities tend to experience worse health outcomes from disasters, have fewer resources for responding and rebuilding, and receive less assistance from state, local, and federal agencies. Because burning wood releases particulate matter and other toxicants, the health effects of wildfires extend well beyond burns. In addition, deposition of toxicants in soil and water can result in chronic as well as acute exposures. On June 4-5, 2019, four different entities within the National Academies of Sciences, Engineering, and Medicine held a workshop titled Implications of the California Wildfires for Health, Communities, and Preparedness at the Betty Irene Moore School of Nursing at the University of California, Davis. The workshop explored the population health, environmental health, emergency preparedness, and health equity consequences of increasingly strong and numerous wildfires, particularly in California. This publication is a summary of the presentations and discussion of the workshop.
