Book excerpt: 2017 Hurricanes and Wildfires: GAO, FEMA & Homeland Security Report 1. 2017 HURRICANES AND WILDFIRES: GAO's Initial Observations on the Federal Response and Key Recovery Challenges (9/2018) Federal and state preparedness and coordination efforts prior to and after the 2017 hurricane and wildfire disasters facilitated the response in Texas, Florida, and California. FEMA and state emergency management officials implemented various preparedness actions prior to landfall of the hurricanes and during the wildfires. The federal government provided significant support to Puerto Rico and the U.S. Virgin Islands in response to Hurricanes Irma and Maria, but faced numerous challenges that complicated response efforts. FEMA efforts in Puerto Rico alone were the largest and longest single response in the agency's history. GAO found that FEMA faced a number of challenges that slowed and complicated its response efforts to Hurricane Maria, particularly in Puerto Rico. Many of these challenges were also highlighted in FEMA's own 2017 hurricane after action report. The 2017 hurricanes and wildfires highlighted some longstanding issues and revealed other emerging response and recovery challenges. 2. FEMA 2017 Hurricane Season After-Action Report (7/2018) The 2017 Hurricane Season was a devastating experience for millions of Americans, with more disaster survivors registering for assistance than the previous 10 years combined. While the Nation responded to three major hurricanes in quick succession-Harvey, Irma, and Maria-California simultaneously suffered historic wildfires. 3. Homeland Security 2017 National Preparedness Report The National Preparedness Report summarizes the progress that the Nation has made in becoming more secure and resilient across five mission areas: Prevention, Protection, Mitigation, Response, and Recovery. The report identifies crosscutting findings that apply across the mission areas, as well as key findings for each individual mission area. The report offers all levels of government, the private and nonprofit sectors, and the public practical insights into preparedness to support decisions about program priorities, resource allocation, and community actions.

Book excerpt: Further, federal, state, and local officials faced challenges finding temporary housing for disaster survivors given the extensive damage to available housing in each location. For example, given the widespread damage in Puerto Rico and lack of hotels and other temporary housing, FEMA transported survivors to the mainland United States to stay in hotels. FEMA also used new authorities and procedures to meet the need, such as providing Texas as much as $1 billion to manage its own housing program. However, this approach had not been used or tested in past disasters and state officials noted challenges in managing the program such as staffing shortfalls. State officials further noted challenges in coordinating with FEMA that led to delays in providing assistance to survivors. GAO will continue to monitor these programs.

In the third quarter of 2017, Hurricanes Harvey, Irma and Maria revealed some significant vulnerabilities in the national and regional supply chains of Texas, Florida, the U.S. Virgin Islands, and Puerto Rico. The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. Focusing on the supply chains food, fuel, water, pharmaceutical, and medical supplies, the recommendations of this report will assist the Federal Emergency Management Agency as well as state and local officials, private sector decision makers, civic leaders, and others who can help ensure that supply chains remain robust and resilient in the face of natural disasters.

Book excerpt: Sandy, the second-largest Atlantic storm on record, affected the East Coast from Florida to Maine, as well as states as far inland as West Virginia, Ohio, and Indiana. The storm made landfall in southern New Jersey on October 29, 2012, battering the densely populated New York and New Jersey region with heavy rains, strong winds, and record storm surges. The storm's effects were extensive, leaving more than 8.5 million customers without power, causing widespread flooding throughout the region, and contributing to acute fuel shortages in parts of New York and New Jersey. The storm damaged or destroyed hundreds of thousands of homes, caused tens of billions of dollars in damages, and killed at least 162 people in the United States. The Federal Emergency Management Agency (FEMA) coordinated a large-scale Federal response that contributed to the integrated, national effort to support affected states and communities. In the days before Sandy's landfall, FEMA worked closely with Whole Community partners— including all levels of government, private and nonprofit sectors, faith-based organizations, communities, and individuals—to prepare for the storm and anticipate survivor needs. The Agency pre-positioned commodities and assets, activated response centers, and deployed over 900 personnel ahead of Sandy's landfall. In the initial response to the storm, the Agency coordinated with its partners to provide Federal resources and to develop innovative solutions to address power restoration, transportation, fuel distribution, and housing needs. As recovery efforts began, FEMA continued to work with its partners to assist survivors and their communities. The Agency executed one of the largest deployments of personnel in its history, delivered over $1.2 billion in housing assistance to more than 174,000 survivors, and obligated over $800 million for debris removal and infrastructure restoration. Despite these successes, the response to Sandy also revealed notable challenges in how FEMA coordinates with its Federal partners, supports state and local officials and disaster survivors, integrates with the Whole Community, and prepares and deploys its workforce. Difficulties with issuing timely mission assignments, the implementation of incident management structures, and meeting survivor needs early in the response phase are examples of challenges that emerged during Sandy. Addressing these and other issues is a near-term priority for FEMA and its partners in order to improve response and recovery operations in future disasters. Ultimately, the Sandy experience demonstrated significant progress achieved in recent years, but also confirmed that larger-scale incidents will stress the Agency's capacity for effective response and recovery. This report was written following response and initial recovery efforts to Hurricane Sandy. Any recommendations or findings that result from other interagency Sandy-related efforts will continue to be reviewed. At the direction of FEMA Administrator Craig Fugate, the Agency established the Sandy Analysis Team to review all aspects of the Agency's preparations for, immediate response to, and initial recovery from the storm. This report contains the findings of that review. While FEMA coordinates disaster response and recovery efforts across the Federal Government and works closely with non-Federal Whole Community partners, this report focuses on identified strengths and areas for improvement within FEMA. The analyses detailed in the report concentrate on FEMA activities in New York and New Jersey, where the scale and severity of Sandy's impacts most stressed the Agency's capabilities. By examining the events in these states, the Agency can identify where and how it must improve.

Chapter 3 describes FEMA's Public Assistance spending in Puerto Rico and oversight efforts of federal recovery funds, and initial challenges with the recovery process. Chapter 4 provides information on DRF funding provided to Puerto Rico as a result of assistance associated with a major disaster. The primary focus of the territorial and federal efforts thus far has largely been on restoring electric power in Puerto Rico as reported in chapter 5. In September 2017, two major hurricanes -- Irma and Maria -- struck the USVI, causing billions of dollars in damage to its infrastructure, housing, and economy. Chapter 6 describes the status of FEMA's Public Assistance program funding provided to the USVI in response to the 2017 hurricanes as of October 1, 2018, and the USVI's transition to implementing the Public Assistance alternative procedures in the territory. Chapter 7 provides information on DRF funding provided to the U.S. Virgin Islands as a result of assistance associated with a major disaster. Chapter 8 provides information on DRF funding provided to Florida as a result of assistance associated with a major disaster. Chapter 9 provides a brief overview of the major disaster declaration process and federal assistance programs potentially available to those affected by the 2019 flooding in the Midwest. Following Hurricane Katrina, Congress required FEMA to establish advance contracts for goods and services to enable the government to quickly and effectively mobilize resources in the aftermath of a disaster. Chapter 10 assesses FEMA and USACE's use of advance contracts, FEMA's planning and reporting of selected advance contracts, and challenges, if any, with FEMA's use of these contracts. Chapter 11 addresses the extent to which federal agencies obligated funds on post-disaster contracts in response to the these events, and selected agencies experienced challenges in the planning of selected contracts.

Following the federal response to Hurricane Katrina in 2005, Congress passed the Post-Katrina Emergency Management Reform Act of 2006 (Post-Katrina Act). The act contained over 300 provisions that are intended to enhance national preparedness, emergency response and recovery, and the management of select disaster programs. In October 2012, another catastrophic hurricane-Hurricane Sandy-caused $65 billion in damage and once again tested the nation's preparedness and emergency response and recovery functions. GAO has issued multiple reports that discuss a wide variety of emergency management issues reflecting the federal government and FEMA's efforts to implement provisions of the Post-Katrina Act and address various aspects of emergency management. This statement discusses GAO's work on the progress FEMA has made and challenges that it still faces in three areas: (1) national preparedness, (2) disaster response and recovery, and (3) selected FEMA management areas. This statement is based on previously issued GAO reports from 2012 to 2015.

Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods. Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.
