This SAM accounts 112 sectors of Indian economy of which 39 sectors are accounted for agriculture and allied activities, 18 sectors are related to agriculture based processing activities, 4 mining sectors, 24 manufacturing sectors other than agro-processing, 3 sectors related to utilities, 1 construction sector and 23 service sectors including transport and trade. The primary factor input has been classified into 8 types of labor, 4 types of capital and one category of land. The categorization of labor is based on the level of education of the workers and geographical location i.e. rural and urban. The 4 types of capital are; crop, live animal, mining and other financial capital. This SAM distinguishes households into three broad categories like, rural farm households, rural non-farm households and urban households. Households are further disaggregated into per capita expenditure quintiles. Therefore, this database is useful for the scholars and policy makers who are interested to work on macroeconomic policy analysis for Indian economy.

Being at infant stage in India, the concept of ecotaxes is plagued with large empirical difficulties. After elaborating on the theory, history of its applications, the book provides an innovative methodological exercise. It examines the adequacy and relevance of ecotaxation in the Indian context, along with ensuring that the distortions due to the proposed levy are minimised. The incidence of these taxes on the households, the double dividend hypothesis and the effect on competitiveness of the producer are a few of the core themes elaborated upon in this book. This is demonstrated through a linear general equilibrium framework of Environmentally extended Social Accounting Matrix (E-SAM). The book provides material for the researchers and graduate students on the methodological structure of eco-taxes. The proposed methodological intervention could be utilised by the researchers who wish to analyse the macroeconomic impact of any tax through the framework of Social Accounting Matrix (SAM). Additionally, the process as well as the implications and nuances provided in the book will assist the policy makers to design innovative policies for dealing with environmental issues. The volume also has something for the practitioners by helping them comprehend various effects of these instruments on different stake holders of the economy and thus will be useful as a policy prescription. The three policy scenarios analysed in this study could be considered by the policymakers while attempting to design these instruments in the Indian context and thus ending the extensive reliance on the age old and grossly ineffective Command and Control (CAC) Policies.

A detailed methodology for constructing such an extended SAM is also presented in the book. The environmental social accounting matrix (ESAM) based analysis has been included to show direct and indirect links between economic growth and GHG emissions. The book also includes analysis of factors affecting historical GHG emissions trends in India. The book goes beyond SAM and applies computable general equilibrium (CGE) modelling to derive climate-change policy analysis and simulations. Book excerpt: Growth in Ghana during the last decade has not translated into meaningful benefits for rural households who experienced an increase in poverty in recent years. This reflects, among other factors, the relatively weak performance of the agricultural sector and its general lack of competitiveness. The government has identified agriculture as the backbone of its development strategy and is committed to address the numerous challenges faced by the sector. However, it is likely to encounter fiscal constraints in a postdevelopment assistance era. It is therefore crucial to understand the trade-offs associated with alternative spending strategies. In this study we develop an economywide modeling framework for analyzing returns to public spending in support of agriculture. The model is used to evaluate the effect of compositional shifts in spending given marginal returns to different areas of investment. Our analysis focuses especially on extension services and input subsidies as two important components of the government’s agricultural development strategy. The objective of the study is to advise policymakers on which spending strategy is the most likely to contribute to government’s development goals, such as poverty reduction or economic growth. We find that a doubling of the share of agriculture in total public budget would accelerate agricultural growth to somewhere between 7.6% and 8.6% against the business-as-usual scenario of about 3.5%. The level of growth achieved depends on the types of policies that are favored. In the examples presented here, we show that an input subsidy-oriented spending strategy may yield significant benefits in the short run (1–5 years), and especially in an expansionary fiscal environment, but investments in effective extensive services are more sustainable and rewarding in the medium- to longer-run (6–10 years), especially when public resources are more constrained. These results demonstrate why short-term political goals might result in policy choices that are suboptimal from a longer-term development perspective.

Book excerpt: The contemporary orthodox view of world trade has centred, generally unchallenged, on the ideas of free trade, based on the theoretical construct of comparative advantage. This book will engage in a critique of the orthodox position based on the underlying theoretical economic construct, the historical development of the now developed economies and the morally unsustainable position of the free-trade regime. The author examines alternatives such as Most Favoured Nation and Preferential Trading Agreements before making the argument in favour of Asymmetric Trading, where the underdeveloped economies can develop behind tariff barriers and quotas, whilst the triadic nations maintain a lack of barriers to the exports of these economies. He outlines how such a trading regime would be mutually beneficial in the long term, in the sense that development through industrialisation takes place and the increase in GDP per capita would allow markets for exports to be sustainable, thus widening the market for the goods and services of the developed economies. However, the author demonstrates that free trade actually increases the development gap by maintaining the status quo in terms of the underdeveloped economies specialising in and exporting low value-added primary products and importing high value-added manufactures. The book analyses contemporary and historical data to illustrate how an alternative trading regime can be truly advantageous to both the developed and underdeveloped regions of the world: a global trading regime that is capable of increasing GDP in a sustainable manner without transferring a surplus from the poor to the rich nations and without a long-term commitment on the part of the developed nations to altruism.

Book excerpt: This paper documents the different steps followed to construct Social Accounting Matrix (SAM) for Balochistan for the year 2019-20. More precisely, it describes the estimation methods and the nature of the data used in developing the SAM at the subnational level. The Balochistan SAM includes 13 production activities, 4 factors of production, 4 household groups and rest of the world account, assessing linkages between production, factor income distribution, and households’ incomes and expenditures, and capturing distributional effects. The Balochistan SAM reveals that the shares of services and manufacturing sector remains lower than national average and there is an overwhelming contribution of the livestock and horticulture sector in the subnational economy which has the potential in boosting national livestock and horticulture exports. Further, the consumption pattern in Balochistan supports Engle’s law of consumption showing that with an increase in households’ income, the share of expenditure on food decreases and consumption of non-food items increases. This paper is organized as follows. The first section presents an overview of Balochistan province of Pakistan. The second Section highlights the background of Social Accounting Matrix and its key features. The third section review the literature and various efforts made to develop Pakistan SAM with varying features. The fourth section describes the process and the methodology used to develop SAM. The fifth section presents the structure of Balochistan SAM, accounts, and data sources and elaborates the process and techniques used to balance Balochistan SAM. The sixth section highlights the structure of Balochistan’s economy and an evaluation of value addition. The seventh section underscores the key findings of Balochistan SAM. The final section underlines how the SAM Balochistan can contribute to evidence-based policy making that helps in economic growth and reducing poverty in Balochistan.
