The discards reported in this document may not necessarily correspond directly with the discard estimates derived for individual stock assessments due to differences in stratification and data. Hence, the discard estimates are not definitive, but indicative of where discarding is occurring among commercial fleets and for which species groups. Based upon this analysis, the predominant species groups discarded are skates and dogfish. An estimated 64,795 mt (142,848,902 lb) of federally regulated species were discarded during the July 2013 through June 2014 time period. The predominant species groups discarded are skates (Rajidae) and spiny dogfish (Squalus acanthias). Across all species groups examined, 'No Market' is the reason reported for the majority of discards. Analyses also revealed that observer coverage within a fleet corresponded with the spatial and temporal patterns of fishing activity in terms of kept weight of all species for fleets with observer coverage. The discards reported in this document may not necessarily correspond directly with the discard estimates derived for individual stock assessments because of differences in stratification and data. Hence, the discard estimates are not definitive, but indicative of where discarding is occurring among commercial fleets and for which species groups. The sea days needed to achieve a precision-based performance standard (30% coefficient of variation of the discard estimate) were estimated to be 11,204 sea days for the 14 fish and invertebrate species groups across 56 fleets. This document briefly describes the methods used to estimate the discards of finfish and shellfish in 2005 in fisheries in the Northeast Region, which will be included in the National Bycatch Report. The regional analysis involved 33 species and 77 fleets. Stock components were not considered in the analyses, and only fleets for which discard estimates could actually be derived will be included in the National Bycatch Report. The discard estimation process used a stratification approach broad enough to encompass all species, and employed a combined ratio method using a discard-to-kept weight ratio. The discard estimates derived will not necessarily directly correspond with those contained in individual stock assessments due to differences in stratification and estimation methods. However, the various estimates should be of the same order of magnitude"--Introduction.

Book excerpt: The National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration (NOAA) is responsible for collecting information on marine recreational angling. It does so principally through the Marine Recreational Information Program (MRIP), a survey program that consists of an in-person survey at fishing access sites and a mail survey, in addition to other complementary or alternative surveys. Data collected from anglers through MRIP supply fisheries managers with essential information for assessing fish stocks. In 2006, the National Research Council provided an evaluation of MRIP's predecessor, the Marine Recreational Fisheries Statistics Survey (MRFSS). That review, Review of Recreational Fisheries Survey Methods, presented conclusions and recommendations in six categories: sampling issues; statistical estimation issues; human dimensions; program management and support; communication and outreach; and general recommendations. After spending nearly a decade addressing the recommendations, NMFS requested another evaluation of its modified survey program (MRIP). This report, the result of that evaluation, serves as a 10-year progress report. It recognizes the progress that NMFS has made, including major improvements in the statistical soundness of its survey designs, and also highlights some remaining challenges and provides recommendations for addressing them.

The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.
