Book 2011 Triennial Surveillance Review External Commentary Surveillance by the International Monetary Fund

Download or read book 2011 Triennial Surveillance Review External Commentary Surveillance by the International Monetary Fund written by International Monetary Fund and published by International Monetary Fund. This book was released on 2011-08-15 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: Commentary prepared by Martin Wolf, Associate Editor & Chief Economics Commentator, Financial Times, London: "With countries naturally reluctant to cede any control over their own monetary and fiscal policies, it is likely that the IMF will have as instruments only the powers of analysis, persuasion, and, in Keynes" own favourite words, "ruthless truth-telling". That phrase does not conjure up many memories of any of the many international meetings I have attended. But unless the IMF has the self-confidence to play that role, its deliberations and statements will carry little weight. The Fund requires an independent, respected and clear voice." Mervyn King, 2006.

Book 2011 Triennial Surveillance Review External Commentary A Short Note on Surveillance and How Reforms in Surveillance Can Help the IMF to Promote Global Financial Stability

Download or read book 2011 Triennial Surveillance Review External Commentary A Short Note on Surveillance and How Reforms in Surveillance Can Help the IMF to Promote Global Financial Stability written by International Monetary Fund and published by International Monetary Fund. This book was released on 2011-07-22 with total page 17 pages. Available in PDF, EPUB and Kindle. Book excerpt: Commentary prepared by Joseph E. Stiglitz, University Professor, Columbia University: Surveillance has widely been viewed as a key instrument by which the IMF ensures member states adhere to the kinds of policies which promote global economic stability and through which the global macroeconomic coordination necessary for economic stability is achieved. Indeed, as Ocampo (2011) notes, "...the first objective of this institution is to provide 'the machinery for consultation and collaboration on international monetary problems.'" But there is also widespread agreement that there are major shortfalls in the achievement of these lofty objectives. Part of the problem has been in the view that countries—particularly those not borrowing from the fund—lack incentives to comply with the advice that would achieve such stability. Since those countries include virtually all of the systemically significant countries, if surveillance has an impact on global stability (as opposed to the well-being of particular countries) it is only the result of (i) a process of consensus building in which actions which they might previously have thought to not be in their interest were in fact in their national interest; or (ii) enough small countries, each of which is systemically insignificant, are affected in a meaningful enough way so as to have systemically significant effects.

Book 2011 Triennial Surveillance Review Review of the 2007 Surveillance Decision and the Broader Legal Framework for Surveillance

Download or read book 2011 Triennial Surveillance Review Review of the 2007 Surveillance Decision and the Broader Legal Framework for Surveillance written by International Monetary Fund. Legal Dept. and published by International Monetary Fund. This book was released on 2011-08-26 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews the 2007 Surveillance Decision and the broader legal framework for surveillance. While the 2007 Surveillance Decision on Bilateral Surveillance over Members’ Policies (thereafter, the 2007 Decision) requires the Fund to review the decision itself, this paper takes a broader view. It recognizes that the 2007 Decision cannot be assessed in isolation from the legal framework it derives from, i.e., the Articles of Agreement, and that a debate on the adequacy of this broader framework is also necessary. The paper therefore discusses the strengths and limitations of the current system as set out in both the Articles of Agreement (primarily, Article IV) and the 2007 Decision and explores options going forward.

Book 2011 Triennial Surveillance Review External Study IMF and Global Financial Stability

Download or read book 2011 Triennial Surveillance Review External Study IMF and Global Financial Stability written by International Monetary Fund and published by International Monetary Fund. This book was released on 2011-07-25 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: External study prepared by John Palmer, Chair, Toronto Leadership Centre, former Superintendent, Office of the Superintendent of Financial Institutions, Canada, former Deputy Managing Director Monetary Authority of Singapore, former Canadian Managing Partner of KPMG and Yoke Wang Tok, Former Senior Advisor to the IMF Executive Director representing ASEAN, Nepal, Fiji and Tonga and former Principal Economist, Monetary Authority of Singapore: This report aims to provide an independent view of how the Fund is discharging its multilateral surveillance responsibilities, in particular its contribution to global financial stability and crisis prevention, working in coordination with other relevant international groupings/institutions such as the FSB and BIS. As we emerge from the global financial crisis (GFC), the Fund has regained much of its credibility and relevance. The GFC caught many, including the IMF, by surprise. Since then, the Fund has done considerable self-analysis and taken active steps to strengthen its surveillance and policy advice and to improve traction with policy makers. The IEO report on the Fund’s performance in the run-up to the financial and economic crisis identified various shortcomings that needed to be addressed. One of its key findings was the inability of the Fund to connect-the dots, to deliver hard-hitting messages and the difficulty experienced by the Fund in thinking beyond mainstream/official views. Many of the IEO’s findings have relevance to this review.

Book Review of the IMF s Communications Strategy

Download or read book Review of the IMF s Communications Strategy written by International Monetary Fund and published by International Monetary Fund. This book was released on 2014-06-30 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The framework guiding the IMF’s communications—established by the Executive Board in 2007—has enabled the institution to respond flexibly to the changing global context. The framework is based on four guiding principles: (i) deepening understanding and support for the Fund’s role and policies; (ii) better integrating communications into the IMF’s daily operations; (iii) raising the impact of new communications materials and technologies; and (iv) rebalancing outreach efforts to take account of different audiences. In addition, greater emphasis has been placed on strengthening internal communications to help ensure institutional coherence in the Fund’s outreach activities. Continued efforts are needed to strengthen communications going forward. Several issues deserve particular attention. First, taking further steps to ensure clarity and consistency in communication in a world where demand for Fund services continues to rise. Second, doing more to assess the impact of IMF communications and thus better inform efforts going forward. Third, engaging strategically and prudently with new media—including social media.

Book excerpt: After inputs from country authorities, outside experts, and staff; after extensive deliberations at the Executive Board; after further guidance from ministers and governors at the IMFC meetings—after all that, we need to move from diagnosis to action. The goal of making surveillance as interconnected as the world economy remains an inherently long-term endeavor. Nevertheless, building on recent progress, we can do better even in the near term. I want to take this opportunity to put forward some specific measures, based on Executive Directors’ many thoughtful comments and suggestions (Table 1)

Book A Contemporary Concept of Monetary Sovereignty

Download or read book A Contemporary Concept of Monetary Sovereignty written by Claus D. Zimmermann and published by OUP Oxford. This book was released on 2013-11-07 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: Monetary sovereignty is a crucial legal concept dictating that states have sovereignty over their own monetary, financial, and fiscal affairs. However, it does not feature as part of any key instruments of international law, including the Articles of Agreement of the International Monetary Fund. Rather, it has remained a somewhat separate notion, developed under contemporary international law from an assertion of the former Permanent Court of International Justice in 1929. As a consequence of globalization and increasing financial integration and a worldwide trend towards the creation of economic and monetary unions, the principle of monetary sovereignty has undergone significant change. This book examines this evolution in detail, and provides a conceptual framework to demonstrate what this means for the legal and economic challenges faced by the international community. The book examines the historic origins and evolution of the concept of monetary sovereignty, putting it into the context of broader concepts of sovereignty. It argues that monetary sovereignty remains relevant as a dynamic legal concept with both positive and normative components. It investigates the continuing hybridization of international monetary law resulting from changes to its formal and material sources. It then examines the complex phenomenon of exchange rate misalignment under international monetary and trade law, and the increasing regionalization of monetary sovereignty, notably in light of the European sovereign debt crisis. Finally, it assesses the role the concept of monetary sovereignty can play in the reorganization of international finance following the recent global financial crisis.
