Available in PDF, EPUB and Kindle. Book excerpt: The 2009 "State Teacher Policy Yearbook" provided a comprehensive review of states' policies that impact the teaching profession. As a companion to last year's comprehensive state-by-state analysis, the 2010 edition provides each state with an individualized "Blueprint for Change," building off last year's "Yearbook" goals and recommendations. State teacher policy addresses a great many areas, including teacher preparation, certification, evaluation and compensation. With so many moving parts, it may be difficult for states to find a starting point on the road to reform. To this end, this paper provides a state-specific roadmap, organized in three main sections. Section 1 identifies policy concerns that need critical attention, the areas of highest priority for state policymakers. Section 2 outlines "low-hanging fruit," policy changes that can be implemented in relatively short order. Section 3 offers a short discussion of some longer-term systemic issues that states need to make sure stay on the radar. In the 2009 "State Teacher Policy Yearbook", Washington had the following grades: (1) Delivering Well Prepared Teachers (D+); (2) Expanding the Teaching Pool (C-); (3) Identifying Effective Teachers (D); (4) Retaining Effective Teachers (C); and (5) Exiting Ineffective Teachers (D+). Washington has an overall grade of D+ for 2009. In the last year, many states made significant changes to their teacher policies, spurred in many cases by the Race to the Top competition. Based on a review of state legislation, rules and regulations, the National Council on Teacher Quality (NCTQ) has identified several recent policy changes in Washington on teacher evaluation, tenure, state data system, pedagogy test, and alternative certification. States were asked to review NCTQ's identified updates and also to comment on policy changes that have occurred in the last year, other pending changes or teacher quality in the state more generally. Washington was helpful in providing NCTQ with additional information about recent policy changes. The state added that school districts are to report annually evaluation criteria; rubrics; a description of each rating; and the number of each staff, including all classified staff, certificated personnel and administrative staff in each rating category. Washington also pointed out that it is one of five lead states in a 19-state consortium on teacher performance assessments led by Stanford University, the Council of Chief State School Officers and the American Association of Colleges of Teacher Education. Book excerpt: In The Convergence of K–12 and Higher Education, two leading scholars of education policy bring together a distinguished and varied array of contributors to systematically examine the growing convergence between the K–12 and higher education sectors in the United States. Though the two sectors have traditionally been treated as distinct and separate, the editors show that the past decade has seen an increasing emphasis on the alignment between the two. At the same time, the national focus on outcomes and accountability, originating in the K–12 sector, is exerting growing pressure on higher education, while trends toward privatization and diversification—long characteristic of the postsecondary sector—are influencing public schools. This volume makes the powerful case that it is no longer possible to think of one sector in the absence of the other, given the economic, demographic, and technological forces that are pushing the educational system toward convergence. Taken together, the chapters in this book provide a promising new line of inquiry for examining contemporary questions in education policy.
