Book excerpt: Intercountry adoption represents a significant component of international migration; in recent years, up to 45,000 children have crossed borders annually as part of the intercountry adoption boom. Proponents have touted intercountry adoption as a natural intervention for promoting child welfare. However, in cases of fraud and economic incentives, intercountry adoption has been denounced as child trafficking. The debate on intercountry adoption has been framed in terms of three perspectives: proponents who advocate intercountry adoption, abolitionists who argue for its elimination, and pragmatists who look for ways to improve both the conditions in sending countries and the procedures for intercountry transfer of children. Social workers play critical roles in intercountry adoption; they are often involved in family support services or child relinquishment in sending countries, and in evaluating potential adoptive homes, processing applications, and providing support for adoptive families in receiving countries; social workers are involved as brokers and policy makers with regard to the processes, procedures, and regulations that govern intercountry adoption. Their voice is essential in shaping practical and ethical policies of the future. The global trade in arms is to a large degree underpinned by the strong demand for arms in Asia and the Middle East, the two largest arms export markets in the world. Of these two regions Asia has become particularly significant, led by the emergence of China and India as major powers. It is therefore not surprising that the rapid military modernisation in Asia, accompanied by significant increases in the size and sophistication of armed forces, has generated attention as to its trends, key characteristics, causes and implications. This phenomenon, which has become evident since the end of the Cold War, has also been widely described as an Asian 'arms race'. This book evaluates the key conceptual ideas which can shed light on this phenomenon, as well as examining the complex mix of internal, external and technological factors that have led to its emergence. The volume explores the way in which the arms race is leading ultimately to three distinctive blocs in the emerging geostrategic landscape: a loose bloc of US allies in the region; a counter-bloc of potential US adversaries; and a neutral bloc of states with industrial age armed forces whose allegiances will vary according to circumstances and geostrategic developments. The Arms Race in Asia concludes that if the emerging arms race is left unchecked, it is likely that Asia will increasingly become a region of instability, marked by conflicts and interstate wars. Cho Chi Song, a pioneer of urban and industrial missions, which served Korean society's working population; second, the Urban Industrial Mission (UIM) in Korea, which Cho Chi Song pioneered; and third, the story of how UIM provided the roots for Korean Minjung Theology. Owing to Cho Chi Song, UIM became the birthplace of missions for the working population and an enduring haven of a worker's right to life and dignity. Cho shared both tears and laughter with workers. At times moved by righteous anger, he worked to bring "healing to a sick society." Cho stands out in the history of industrial missions in that he trained and empowered a handful of ordained clergy as well as some dispossessed people to be agents of transformation. He helped working women take ownership of the Urban Industrial Mission and act as the very agents whose struggles for justice brought conviction to greedy business owners. They became potent catalysts for change in the unjust working conditions that were previously marked by very low wages and long working hours. A disciplined leader, Cho Chi Song was a constant friend to workers. Those who knew him personally could sense, in his life, a genuine depth of spirituality and godliness. UIM was one of the roots for Minjung Theology, but it is not well known outside of the UIM circle. The author, Seo Deok-Seok, was trained by Cho Chi Song.
