Xi Jinping continued to hold the three most powerful positions as CCP general secretary, state president, and chairman of the Central Military Commission.Repression and coercion of organizations and individuals involved in civil and political rights advocacy as well as in public interest and ethnic minority issues remained severe. As in previous years, citizens did not have the right to choose their government and elections were restricted to the lowest local levels of governance. Authorities prevented independent candidates from running in those elections, such as delegates to local people's congresses. Citizens had limited forms of redress against official abuse. Other serious human rights abuses included arbitrary or unlawful deprivation of life, executions without due process, illegal detentions at unofficial holding facilities known as "black jails," torture and coerced confessions of prisoners, and detention and harassment of journalists, lawyers, writers, bloggers, dissidents, petitioners, and others whose actions the authorities deemed unacceptable. There was also a lack of due process in judicial proceedings, political control of courts and judges, closed trials, the use of administrative detention, failure to protect refugees and asylum seekers, extrajudicial disappearances of citizens, restrictions on nongovernmental organizations (NGOs), discrimination against women, minorities, and persons with disabilities. The government imposed a coercive birth-limitation policy that, despite lifting one-child-per-family restrictions, denied women the right to decide the number of their children and in some cases resulted in forced abortions (sometimes at advanced stages of pregnancy). Severe labor restrictions continued, and trafficking in persons was a problem.

This study undertakes rigorous analysis of how these perceptions have evolved between 1989 and 20092016, offering a comparative perspective on the similarities and differences between the policy discourse and behaviour within these two Western powers. Brown argues that ‘China’s rise’ is a contested notion, with varied perceptions of how the implications of China’s ascendancy have shaped policy preferences in ways that are inconsistent with concerns over the threat of an impending power-transition. Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). Considering the country's violent political history, unprecedented economic rise, and growing military capabilities, China has become America's strongest market competitor and arguably the most challenging global threat to the United States. Nevertheless, a full consideration of American opinion proves the opposite to be true. Carefully analyzing all available polls and surveys, Benjamin I. Page and Tao Xie find most Americans favor peaceful engagement with China. The public view has been surprisingly coherent and consistent, changing only in response to major events and new information. While a majority of Americans are not happy that China's economy is projected to become as large as that of the United States, they are prepared to live with it. "Unfair" Chinese trade practices and their impact on American jobs and wages are a concern, along with the quality and safety of Chinese-made goods. However, Americans favor free trade with China, provided it is tempered with environmental and workplace protections. They also believe that the United States should "balance" Chinese power through alliances with neighboring countries, such as Japan. Yet they oppose military action to defend Taiwan. Page and Xie examine these opinions in relation to facts about China and in light of current U.S. debates on diplomacy and policy.
