This book was released on 2007-11-07 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 28 June 2007, the Prime Minister announced changes to the machinery of Government that had an impact upon the select committee system within the House of Commons. As a result, the Science and Technology Select Committee will be dissolved and replaced by a new Innovation, Universities and Skills Select Committee at the beginning of the next session of Parliament. This Report explains the role that the Science and Technology Committee has played within Parliament and the science community. It outlines the Committee's innovations, its impact and concerns regarding future science scrutiny in the House of Commons. It concludes that, in the long term, a separate Science and Technology Committee is the only way to guarantee a permanent focus on science across Government within the select committee system and recommends that the House be given an opportunity to revisit this issue.

Download or read book Carbon Budgets written by Great Britain. Parliament. House of Commons. Environmental Audit Committee and published by The Stationery Office. This book was released on 2009 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report finds that the Government is only on track to meet its first carbon budget because of the impact of the recession. There is now a worrying shortfall in delivery; UK emissions are currently falling by only about 1 per cent per year, instead of the 2-3 per cent per year which is needed. The management of the carbon budget is as vital as that of the fiscal budget and requires the same level of political attention, civil service commitment, and parliamentary scrutiny. Although the scientific case for more stringent targets is growing, the Government should focus on making more rapid progress against its existing budgets. The Government must first deliver the carbon savings promised in its Low Carbon Transition Plan, then urgently bring forward new measures to increase the rate at which emissions are falling to 2-3 per cent per year and then move to tighten carbon budgets and increase the 2020 target for reducing emissions to a cut of 42 per cent on 1990 levels by 2020. The Committee is also calling on the Government to: work in international climate negotiations on getting emissions to peak as soon as possible; secure competitive advantages for the UK in emerging markets for low-carbon technologies by being prepared to move unilaterally; monitor the latest science and start planning the options available for reducing emissions further and faster in case the scale of the crisis demands bigger cuts; put the right regulatory framework in place to ensure that we do not wrongly invest in high-carbon infrastructure.

Book The Merger of Customs Excise and the Inland Revenue

Download or read book The Merger of Customs Excise and the Inland Revenue written by Great Britain. Parliament. House of Commons. Treasury Committee and published by The Stationery Office. This book was released on 2004 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government has announced its intention to merge the Inland Revenue and HM Customs and Excise departments into a single department, to be called HM Revenue and Customs, in line with the recommendations of the O'Donnell report ('Financing Britain's future: review of the Revenue departments, Cm 6163; ISBN 0101616325) published in March 2004. The Committee's report examines the case for merger; expected costs and benefits; risks; legislation: confidentiality and powers of the new department; tax policy-making; and ministerial accountability. The Committee supports the decision in principle and looks forward to a detailed analysis of expected costs and benefits being carried out as soon as practicable, and also supports the introduction of new accountability arrangements. However, the fact that the Executive Chairman will report to three Treasury Ministers on various aspects of the new department's work appears unnecessarily cumbersome, and recommends that this should be reviewed in light of practice once the new department has been created.

Download or read book The Way the Money Goes written by Christopher Hood and published by Oxford University Press. This book was released on 2023-10-19 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Way the Money Goes traces out what happened to the UK's fiscal constitution - the framework for planning and controlling public spending - under three different governments (Conservative, Labour, Conservative/Liberal Democrat) from the early 1990s to the mid-2010s. The book tells the story of what happened under each government and combines narrative with vignettes that range from the funding of a new Treasury building to efforts to 'crowdsource' ideas for spending cuts. It also includes chapters devoted to different domains of spending control, namely capital spending, spending by subnational governments, running cost expenditure, fiscal forecasting, and the development of new accounting metrics. This book is based on over 120 in-depth interviews of civil servants and ministers who were involved in public spending over the period, as well as documents from the same timeframe. It explores how and why, despite much talk of change and reform in everything from parliamentary procedure to bureaucratic processes, many of the underlying features of the UK's fiscal constitution persisted, including arrangements for formula-funding of the different countries within the union designed as a temporary stopgap in the transition to devolution. To put UK developments into perspective, the book includes a discussion of how the UK system was rated in reports from international bodies over the period, which suggests that in such exercises the more 'political' parts of the fiscal constitution were rated differently from the more 'technocratic' parts. Given several volcanic-type political eruptions in the UK over recent years, the book concludes by exploring some different possible scenarios for the future of its fiscal constitution in the light of those and other possible eruptions to come.
