Book excerpt: The study investigates NASA's Earth Science Enterprise needs for Distributed Spacecraft Technologies in the 2010-2025 timeframe. In particular, the study focused on the Earth Science Vision Initiative and extrapolation of the measurement architecture from the 2002-2010 time period. Earth Science Enterprise documents were reviewed. Interviews were conducted with a number of Earth scientists and technologists. fundamental principles of formation flying were also explored. The results led to the development of four notional distribution spacecraft architectures. These four notional architectures (global constellations, virtual platforms, precision formation flying, and sensorwebs) are presented. They broadly and generically cover the distributed spacecraft architectures needed by Earth Science in the post-2010 era. These notional architectures are used to identify technology needs and drivers. Technology needs are subsequently grouped into five categories: Systems and architecture development tools; Miniaturization, production, manufacture, test and calibration; Data networks and information management; Orbit control, planning and operations; and Launch and deployment. The current state of the art and expected developments are explored. This research is funded primarily by NASA's research and analysis (R&A) programs. Data from flight projects are transformed into knowledge through analysis and synthesis-research that is funded both by R&A and by the data analysis (DA) portion of mission operations and data analysis (MO&DA) programs. R&A and DA programs are the subject of this report and are grouped for convenience under the heading of research and data analysis (R&DA).

Book excerpt: To meet the objectives of the Vision for Space Exploration (VSE), NASA must develop a wide array of enabling technologies. For this purpose, NASA established the Exploration Technology Development Program (ETDP). Currently, ETDP has 22 projects underway. In the report accompanying the House-passed version of the FY2007 appropriations bill, the agency was directed to request from the NRC an independent assessment of the ETDP. This interim report provides an assessment of each of the 22 projects including a quality rating, an analysis of how effectively the research is being carried out, and the degree to which the research is aligned with the VSE. To the extent possible, the identification and discussion of various cross-cutting issues are also presented. Those issues will be explored and discussed in more detail in the final report.

Book excerpt: Through an examination of case studies, agency briefings, and existing reports, and drawing on personal knowledge and direct experience, the Committee on Assessment of Impediments to Interagency Cooperation on Space and Earth Science Missions found that candidate projects for multiagency collaboration in the development and implementation of Earth-observing or space science missions are often intrinsically complex and, therefore costly, and that a multiagency approach to developing these missions typically results in additional complexity and cost. Advocates of collaboration have sometimes underestimated the difficulties and associated costs and risks of dividing responsibility and accountability between two or more partners; they also discount the possibility that collaboration will increase the risk in meeting performance objectives. This committee's principal recommendation is that agencies should conduct Earth and space science projects independently unless: It is judged that cooperation will result in significant added scientific value to the project over what could be achieved by a single agency alone; or Unique capabilities reside within one agency that are necessary for the mission success of a project managed by another agency; or The project is intended to transfer from research to operations necessitating a change in responsibility from one agency to another during the project; or There are other compelling reasons to pursue collaboration, for example, a desire to build capacity at one of the cooperating agencies. Even when the total project cost may increase, parties may still find collaboration attractive if their share of a mission is more affordable than funding it alone. In these cases, alternatives to interdependent reliance on another government agency should be considered. For example, agencies may find that buying services from another agency or pursuing interagency coordination of spaceflight data collection is preferable to fully interdependent cooperation.

Book excerpt: The 2011 National Research Council decadal survey on biological and physical sciences in space, Recapturing a Future for Space Exploration: Life and Physical Sciences Research for a New Era, was written during a critical period in the evolution of science in support of space exploration. The research agenda in space life and physical sciences had been significantly descoped during the programmatic adjustments of the Vision for Space Exploration in 2005, and this occurred in the same era as the International Space Station (ISS) assembly was nearing completion in 2011. Out of that period of change, Recapturing a Future for Space Exploration presented a cogent argument for the critical need for space life and physical sciences, both for enabling and expanding the exploration capabilities of NASA as well as for contributing unique science in many fields that can be enabled by access to the spaceflight environment. Since the 2011 publication of the decadal survey, NASA has seen tremendous change, including the retirement of the Space Shuttle Program and the maturation of the ISS. NASA formation of the Division of Space Life and Physical Sciences Research and Applications provided renewed focus on the research of the decadal survey. NASA has modestly regrown some of the budget of space life and physical sciences within the agency and engaged the U.S. science community outside NASA to join in this research. In addition, NASA has collaborated with the international space science community. This midterm assessment reviews NASA's progress since the 2011 decadal survey in order to evaluate the high-priority research identified in the decadal survey in light of future human Mars exploration. It makes recommendations on science priorities, specifically those priorities that best enable deep space exploration.

Book excerpt: The NASA Glenn Research Center (GRC) is developing and demonstrating communications and network technologies that are helping to enable the near-Earth space Internet. GRC envisions several service categories. The first of these categories is direct data distribution or D3 (pronounced "D-cubed"). Commercially provided D3 will make it possible to download a data set from a spacecraft, like the International Space Station. as easily as one can extract a file from a remote server today, using a file transfer protocol. In a second category, NASA spacecraft will make use of commercial satellite communication (SATCOM) systems. Some of those services will come from purchasing time on unused transponders that cover landmasses. While it is likely there will be gaps in service coverage, Internet services should be available using these systems. This report addresses alternative methods of implementing a full duplex enhancement of the GRC developed experimental Ka-Band Direct Data Distribution (D3) space-to-ground communication link. The resulting duplex version is called the Duplex Direct Data Distribution (D4) system. The D4 system is intended to provide high-data-rate commercial direct or internet-based communications service between the NASA spacecraft in low earth orbit (LEO) and the respective principal investigators associated with these spacecraft. Candidate commercial services were assessed regarding their near-term potential to meet NASA requirements. Candidates included Ka-band and V-band geostationary orbit and non-geostationary orbit satellite relay services and direct downlink ("LEO teleport") services. End-to-end systems concepts were examined and characterized in terms of alternative link layer architectures. Alternatives included a Direct Link, a Relay Link, a Hybrid Link, and a Dual Mode Link.
