Book excerpt: Excerpt from The Public Economy of Athens: To Which Is Added, a Dissertation on the Silver Mines of Laurion In connexion with the subject of inscriptions, I may here mention that, in the course of his work, the author, in speaking of the tenure of public land in Attica, has occa sion to quote a proposal or advertisement of a lease, from the original document engraved on stone and still extant*. The inscription is given in the Appendix from a very incorrect transcript made by Chandler, several of whose errors are there rectified. It has Since been published in a more correct form by the author in his collection of inscriptions; but as the copy which he has used is in many parts very defective, there still remained some difficulties which he could not overcome. AS the inscription is preserved in the British Museum, I have made a more accurate copy of it, and taken the liberty of arranging the version in the text, partly according to the latest improvements of the author himself, partly according to what appeared on the inspection of the stone to admit of no doubt. For it was then that Themistocles mobilized the revenues from the city's highly productive silver mines to build an enormous war fleet. This income stream is thought to have become the basis of Athenian imperial power, the driving force behind its democracy and the centre of its system of public finance. But in his groundbreaking new book, Hans van Wees argues otherwise. He shows that Themistocles did not transform Athens, but merely expanded a navy-centred system of public finance that had already existed at least a generation before the general's own time, and had important precursors at least a century earlier. The author reconstructs the scattered evidence for all aspects of public finance, in archaic Greece at large and early Athens in particular, to reveal that a complex machinery of public funding and spending was in place as early as the reforms of Solon in 594 BCE.
