Book excerpt: This is the second in a series of five reports on the impacts of the Employment Insurance (EI) reforms introduced in 1996 and 1997, focusing on two key parts of the legislation: income benefits, which provide temporary income support to Canadians between jobs, and employment benefits & support measures, which help the unemployed to return to work. The report covers the first full fiscal year that the new EI system has been in place. Chapter 1 contains an overview of the Canadian labour market and a historical perspective on EI reform. Chapters 2-6 present findings of the analysis of impacts of the income benefits, employment benefits & support measures, community adjustment, program administration, and savings resulting from reform. The final chapter highlights findings from the other chapters and draws conclusions about the overall results. Annexes include statistical tables.

Book excerpt: Placed within the context of a discussion of the principles underlying the present-day EI program, this research leads the authors to identify policy options that are worth exploring further in order to make EI more responsive to the realities of today's labour market, while at the same time addressing potential disincentives and inequities in the current system. [...] This study shows that the relationship between EI and the decision to migrate is complex and depends on individuals' degree of attachment to the labour market, since only those who work few weeks per year were found to be more likely to move following the tightening of the EI program in the mid-1990s. [...] This overhaul took the form of the Employment Insurance (EI) program introduced in 1996 to bring the program up-to-pace with changes in the economy.6 Along with a requirement to reduce program costs, program designers endeavoured "to ensure that the system was responsive to the realities of today's labour market and to remove disincentives and inequities in the system" (HRDC, 1998b, p. i). [...] The 1996 reform represented the culmination of a series of modifications in the mid- 1990s that reduced the generosity of the program. Book excerpt: In the period since the Second World War there has been both a massive influx of women into the Canadian job market and substantive changes to the welfare state as early expansion gave way, by the 1970s, to a prolonged period of retrenchment and restructuring. Through a detailed historical account of the Unemployment Insurance (UI) program from 1945 to 1997, Ann Porter demonstrates how gender was central both to the construction of the post-war welfare state, as well as to its subsequent crisis and restructuring. Drawing on a wide range of sources (including archival material, UI administrative tribunal decisions, and documents from the government, labour and women's groups) she examines the implications of restructuring for women's equality, as well as how women's groups, labour and the state interacted in efforts to shape the policy agenda. Porter argues that, while the post-war welfare state model was based on a family with a single male breadwinner, the new model is one that assumes multiple family earners and encourages employability for both men and women. The result has been greater formal equality for women, but at the same time the restructuring and reduction of benefits have undermined these gains and made women's lives increasingly difficult. Using concepts from political economy, feminism, and public policy, this study will be of interest across a range of disciplines.
