Available in PDF, EPUB and Kindle. Book excerpt: This Kids Count report examines statewide trends in the well-being of Pennsylvania's children. The statistical portrait is based on trends in 17 indicators of child well being: (1) birth weight; (2) early prenatal care; (3) infant mortality; (4) substantiated cases of child abuse or neglect; (5) out-of-home placements; (6) delinquent children placed out-of-home; (7) Head Start enrollments; (8) regulated child care capacity; (9) public school dropouts; (10) child mortality; (11) child enrollment in Medicaid; (12) enrollment in Children's Health Insurance Program; (13) children receiving Temporary Assistance for Needy Families/Aid to Families with Dependent Children; (14) births to single mothers under age 20; (15) child poverty; (16) children in single-parent families; and (17) unemployment and income. The report is presented in six sections. Section 1 summarizes the findings. Section 2 provides statewide indicator information, including graphic multi-year profiles of the state as a whole; urban, rural, and mixed counties as groups; and Pennsylvania's racial and ethnic minority populations. Section 3 presents information organized by indicator. For each indicator, a two-page map and table show how each county fares on the indicator and how it compares to other counties. The table also compares each county with others in its population category. Section 4 provides profiles of each county, with graphs of multi-year trends, usually from 1983. There are also county-level racial/ethnic breakdowns and municipality breakouts. Section 5 charts performance, resources, and student statistics for all public school districts. Section 6, the report's appendix, defines indicators and lists data sources. Among the findings, the report indicates progress in the areas of regulated child care capacity, enrollment in Head Start, and substantiated reports of child abuse and neglect. The report also indicates negative progress in the areas of children living in poverty, child death rate, children in single parent homes, and children in foster care. (KB)

These newly delineated areas are presented in a new Appendix C, together with their component counties and their 2010 census and 2012 estimated populations. Table E (Congressional Districts) includes a wide selection of American Community Survey data for the newly established congressional districts of the 113th Congress, along with the 113th Congressional representatives. Some interesting facts found in the 2013 edition of County and City Extra include: Vermont had the fewest births between 2010 and 2012. West Virginia was the only state to have more deaths than births, but a net migration of more than 5,665 people prevented the state from having a population loss In ten states, more than 70 percent of the residents were born in that state. Louisiana ranked highest with 78.0 percent. There were 41 counties with a population of 1,000,000 or more in 2012. At the other extreme, there were 35 counties with fewer than 1,000 people. Over 1,200 counties had unemployment rates above the national average of 8.1 percent in 2012. In 2012, 83.9 percent of Americans lived in metropolitan areas, but these areas only made up 26 percent of the nation’s land area. Among all cities of 25,000 or more, 262 had unemployment rates of 10 percent or more significantly lower than two years earlier when 555 had unemployment rates of 10 percent or more. Rhode island’s 1st district of the smallest congressional district with a population of slightly more than 524,000. In California 33rd district, 95.9 percent of residents were high school graduates, compared with just 50.9 percent in California’s 21st district.
