Book The Evolution of the FY 1996 Defense Budget

Download or read book The Evolution of the FY 1996 Defense Budget written by Kenneth D. Georgi and published by . This book was released on 1996-06-01 with total page 121 pages. Available in PDF, EPUB and Kindle. Book excerpt: Steadily declining defense budgets and the uncertainty associated with the end of the Cold War have stirred a great debate on the proper budgetary mix of men and material required to achieve military readiness under conditions of fiscal restraint. Many members of Congress and the DoD believe that the structural readiness of the today's military has been sacrificed to maintain short term operational readiness. The November 1994 election of the first Republican-controlled Congress in 40 years promised to significantly impact the declining defense budget and address the issue of military readiness. This thesis concludes that while the deficiencies in operational readiness of today's armed forces are not a serious problem, the long term structural readiness of the armed forces is in jeopardy. While the Republicans addressed the long term problem at the margins by increasing the FY96 investment accounts, a solution which achieves sustainable military readiness requires a reexamination of America's military requirements and the amount of resources it is willing to devote to those requirements.

Book The Federal Budget

Download or read book The Federal Budget written by Allen Schick and published by Brookings Institution Press. This book was released on 2008-05-31 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate

DoD estimates that in FY2001, O&M will represent about 36% of its total budget. Because O&M funds represent the largest share of DoD's budget, this report (1) determined how annual funding relates to military and civilian personnel levels through FY2001, (2) identified overall trends from FY1985 to 2001, and (3) identified key drivers (areas in which most money has been budgeted) through FY2001. Explains the reasons for major changes in funding due to migrations of funds between O&M programs and activities. Charts and tables.

Identifies opportunities to reduce FY 97 procurement and RDT&E requests by $3.2 billion and to rescind prior years' procurement and RDT&E appropriations by about $454.9 million. Reductions &/or rescissions can be made because schedules slipped, requirements changed, and issues affecting program funding emerged since the budget request was developed. Potential rescissions include about $35.6 million in excess prior years' appropriates for which obligational authority expires on Sep. 30, 1996.

Book White House Burning

Download or read book White House Burning written by Simon Johnson and published by Vintage. This book was released on 2013-02-12 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the authors of the national bestseller 13 Bankers, a chilling account of America’s unprecedented debt crisis: how it came to pass, why it threatens to topple the nation as a superpower, and what needs to be done about it. With bracing clarity, White House Burning explains why the national debt matters to your everyday life. Simon Johnson and James Kwak describe how the government has been able to pay off its debt in the past, even after the massive deficits incurred as a result of World War II, and analyze why this is near-impossible today. They closely examine, among other factors, macroeconomic shifts of the 1970s, Reaganism and the rise of conservatism, and demographic changes that led to the growth of major—and extremely popular—social insurance programs. What is unquestionably clear is how recent financial turmoil exacerbated the debt crisis while creating a political climate in which it is even more difficult to solve.
