Book excerpt: The National Transportation System (NTS), an outgrowth of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), is proposed in this research as an analytical tool to guide national transportation policy making. The NTS must be based upon measures of transportation performance that are intermodal, user oriented, and suitable for tracking the environmental, social, and economic outcomes of transportation system use. A set of such performance measures is proposed, and implications of the measures for various modes are discussed. This proposal and discussion of performance measures is the critical component of this report. A major concern in the implementation of these performance measures is the data that supports them. A great deal of data is required to track the performance of the basic components of NTS analysis: major transportation facilities and regional transportation systems. Appropriate data sources for the NTS performance measures are identified, a sample of demonstration data is applied to the performance measures, and problems with data acquisition and application are discussed. A general framework for using the performance measures to achieve the NTS policy objective is proposed, and the implications of geographic information systems (GIS) and other technologies are discussed. Conclusions and recommendations from this research are presented.

The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. This range of experiences provided attendees with a comprehensive overview of the performance measurement techniques and approaches being applied to transportation systems in the United States and abroad."--Pub. desc.

Book excerpt: From a transportation and community perspective, objectives of pedestrian and bicycle facility improvements have evolved to include numerous aspects of providing viable and safe active transportation options for all ages, abilities, and socioeconomic groups. Pedestrian and bicycle facilities appear overall to benefit the full spectrum of society perhaps more broadly than any other provision of transportation. A challenge in non-motorized transportation (NMT) benefit analysis is to adequately account for all the different forms in which pedestrian and bicycle facilities provide benefit. In this report, new as well as synthesized research is presented. This chapter examines pedestrian and bicyclist behavior and travel demand outcomes in a relatively broad sense. It covers traveler response to NMT facilities both in isolation and as part of the total urban fabric, along with the effects of associated programs and promotion. It looks not only at transportation outcomes, but also recreational and public health outcomes. This chapter focuses on the travel behavior and public health implications of pedestrian/bicycle areawide systems; NMT-link facilities such as sidewalks, bicycle lanes, and on-transit accommodation of bicycles; and node-specific facilities such as street-crossing treatments, bicycle parking, and showers. Discussion of the implications of pedestrian and bicycle "friendly" neighborhoods, policies, programs, and promotion is also incorporated. The public health effects coverage of this chapter, and associated treatment of walking and bicycling and schoolchild travel as key aspects of active living, have been greatly facilitated by participation in the project by the National Center for Environmental Health--part of the Centers for Disease Control and Prevention (CDC). This pivotal CDC involvement has included supplemental financial support for the Chapter 16 work effort. It has also encompassed assistance with research sources and questions, and draft chapter reviews by individual CDC staff members in parallel with TCRP Project B-12A Panel member reviews (see "Chapter 16 Author and Contributor Acknowledgments". TCRP Report 95: Chapter 16, Pedestrian and Bicycle Facilities will be of interest to transit, transportation, and land use planning practitioners; public health professionals and transportation engineers; land developers, employers, and school administrators; researchers and educators; and professionals across a broad spectrum of transportation, planning, and public health agencies; MPOs; and local, state, and federal government agencies. This chapter is complemented by illustrative photographs provided as a "Photo Gallery" at the conclusion of the report. Book excerpt: Using the implementation of a computed-aided scheduling and dispatching (CASD) system in Peoria as a case study, the study documents the insights gained from the evaluation effort and provides recommendations regarding the statewide deployment of such systems. With respect to productivity, vehicle assignment limitations must be eliminated to allow the CASD system to optimize vehicle use. With respect to management: (a) Decision-makers must require well defined and pre-formatted training delivery schedules to be included in implementation; and (b) As CASD systems are implemented state-wide, a user group of managers should meet periodically to exchange information, explain innovations, and discuss issues arising as the systems are used in paratransit operations. With respect to training: (a) Each step of the preferred scheduling and dispatch process must be mapped and linked to the new CASD; (b) A pre-defined and formal training period must precede installation and "live" implementation of CASD; (c) Training and reference manuals must be distributed and prominently placed at each computer terminal; and (d) Managerial training in developing and interpreting report data is the most often cited failure of CASD at the manager's level. Vendor training for this extraordinarily important task should become part of any implementation effort. With respect to Automatic Vehicle Location (AVL) and Mobile Data Terminals (MDT) systems: Concurrent implementation of AVL/MDT overcomes the problem of run-posting in that no new personnel need be hired, manifest entries are out of the control of the driver, and no interpretation or data-entry mistakes will be entered into the system; all providing more accuracy and timeliness. With respect to CASD technology in the long-term: (a) Contract administrators must implement fixes to ensure appropriate training is received by site managers to ensure management can access and understand CASD data; (b) Contract managers must ensure that project management support is provided to augment already busy paratransit managers; and (c) The best evaluation of CASD will follow from implementation of AVL and MDT systems. With respect to quality of service: Allowing unrestricted use of vehicles will impact passenger perceptions of on-time rates more favorably. With respect to cost effectiveness: Contract managers must enforce vendor accountability for training, report construction support and software documentation to ensure the potential CASD cost-effectiveness changes.

Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 39 (thesis year 1994) a total of 13,953 thesis titles from 21 Canadian and 159 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 39 reports theses submitted in 1994, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.
