The destructive impact of cheap credit programs on rural financial markets has been the subject of two conferences organized by the Ohio State University in the USA in 1976 and 1981, in conjunction with the Agency for International Development and the World Bank. They resulted in a collection of readings edited by J.D. Von Pischke, Dale W Adams and Gordon Donald, Rural Financial Markets in Developing Countries (Baltimore: Johns Hopkins Press 1983), followed by Undermining Rural Development With Cheap Credit, edited by Dale W Adams, Douglas H. Graham and J.D. Von Pischke (Boulder: Westview Press 1984). Acknowledging the increasing interest of researchers and policymakers in the roles and uses of informal financial intermediaries, the Ohio State University subsequently organized a Seminar in Washington, D.C., in 1989 that produced Informal Finance in LowIncome Countries, edited by Dale W Adams and Delbert A. Fitchett (Boulder: Westview Press 1992).

Book excerpt: The productivity and efficiency of farmers in both Australia and other Western nations has assumed increasing significance on the formal political agenda since the 1960s. Economic changes at both the international and national level have raised questions among economists, farm organisations and state agencies concerning the capacity of some farmers to be able to earn an adequate income, and thereby contribute to national agricultural output and efficiency. While these concerns have contributed to policies of farm subsidisation in Europe, Britain and the United States, Australia has taken a somewhat different path. Farm reconstruction and adjustment programs were created from the early-1970s that sought to 'restructure' the farm sector by encouraging so-called 'unviable' farmers to exit the industry while providing incentives for remaining producers to improve their productivity. Economists in both the public service and academic institutions have welcomed such policies arguing that intervention in assisting processes of 'adjustment' makes agricultural resources available for those farmers who will use them in the most efficient manner, while ensuring also that the welfare needs of unviable farmers are met. The aim of this book is to explore the events, techniques and forms of calculation through which economic expertise in Australia has come to assume increased authority on matters of agricultural change, and the consequences of this for how strategies of 'restructuring' are assembled as objects of knowledge.

The prevailing system depends heavily on labor supplied by migrants and immigrants, and its reliance on monoculture raises environmental concerns. In this book Jane Adams and contributors—anthropologists and political scientists among them—analyze the political dynamics that have transformed agriculture in the United States and Canada since the 1920s.
