The author provides the first systematic analysis of the reasons for the lack of transitional justice in Nicaragua after the end of the Sandinista regime and the civil war (1990). Contrary to other Latin American states of the third wave of democratization, which put the perpetrators of past crimes on trial, established truth commissions, purged political and military officials, and made reparations to the victims, Nicaragua’s first post-war government opted for a policy of national reconciliation that was based on amnesty and oblivion. Subsequent governments followed this course so that the past has not been dealt with until today.

Book excerpt: In the context of changing constructs of home and of childhood since the mid-twentieth century, this book examines discourses of home and homeland in Irish children’s fiction from 1990 to 2012, a time of dramatic change in Ireland spanning the rise and fall of the Celtic Tiger and of unprecedented growth in Irish children’s literature. Close readings of selected texts by five award-winning authors are linked to social, intellectual and political changes in the period covered and draw on postcolonial, feminist, cultural and children’s literature theory, highlighting the political and ideological dimensions of home and the value of children’s literature as a lens through which to view culture and society as well as an imaginative space where young people can engage with complex ideas relevant to their lives and the world in which they live. Examining the works of O. R. Melling, Kate Thompson, Eoin Colfer, Siobhán Parkinson and Siobhan Dowd, Ciara Ní Bhroin argues that Irish children’s literature changed at this time from being a vehicle that largely promoted hegemonic ideologies of home in post-independence Ireland to a site of resistance to complacent notions of home in Celtic Tiger Ireland.

Book excerpt: This paper explores the impact of fiscal decentralization on fiscal policy performance in a large sample of advanced and developing economies. The findings suggest that a larger share of decentralized expenditure is associated with a stronger fiscal balance; however, fiscal decentralization can lead to more pro-cyclical fiscal policy. Thus, the design and pace of fiscal decentralization need to be tailored to the specificities of the economy. Countries that have already established strong accountablity and budget management capacity at the local level can benefit from fiscal decentralization. In contrast, in economies prone to large volatility from internal and external shocks, the central government may need to retain a sufficient share of expenditure and revenue to conduct counter-cyclical policies. Finally, the pace of expenditure and revenue decentralization should be aligned.

As this year s In 2011, almost two-thirds of 3- to 5-year-olds were enrolled in preschool, and nearly 60 percent of these children were in full-day programs. At the elementary and secondary level, there were about 50 million public school students in 2011, a number that is expected to grow to 53 million in the next decade. Of these students, nearly 2 million attended charter schools. Postsecondary enrollment in 2011 was at 21 million students, including 18 million undergraduate and 3 million graduate students. NCES s newest data on elementary and secondary schools show that about one in five public schools was considered high poverty in 2011 meaning that 75 percent or more of their enrolled students qualified for free or reduced-price lunch up from about to one in eight in 2000. In school year 2009 10, some 3.1 million public high school students, or 78.2 percent, graduated on time with a regular diploma. And, in 2011, about 68 percent of recent high school completers were enrolled in college the following fall. Meanwhile, the status dropout rate, or the percentage of 16- to 24-year-olds who are not enrolled in school and do not have a high school diploma or its equivalent, declined from 12 percent in 1990 to 7 percent in 2011. At 4-year colleges in 2011, nearly 90 percent of full-time students at public and private nonprofit institutions were under the age of 25. However, only about 29 percent of full-time students at private for-profit colleges were, while 39 percent were between the ages of 25 to 34 and another 32 percent were 35 and older. About 56 percent of male students and 61 percent of female students who began their bachelor s degree in the fall of 2005, and did not transfer, had completed their degree by 2011. In that year, there were 1.7 million bachelor s degrees and over 700,000 master s degrees awarded."

Book excerpt: This book offers a systematic exploration of the role of religion and religiosity in electoral politics in Catholic, Protestant, and religiously mixed countries across Western Europe and in the United States. The chapters approach the relationship between religion, religiosity, and electoral behaviour from a variety of different angles. They include analyses of secularization trends; comparative studies of the links between vote choice and religiosity; longitudinal single country studies; and a novel discussion of the theoretical underpinnings of the politicization of religion that provides a radically new framework for the analysis of the role of religiosity in election studies. The volume shows that despite the expectations of secularization theory, religiosity remains relevant when casting votes. It also argues that the traditional notion of religious cleavage should be replaced with the more accurate idea of religious voting. Chapters draw on National Election Studies data and comparative datasets such as European Values Studies (EVS), European Social Surveys (ESS), and European Election Studies (EES) to empirically test expectations regarding religious voting. The results show that variations in religious voting are conditional on both the agency of political and ecclesiastical leaders when politicizing religious issues and the legacies of previous societal and political religious conflicts, regardless of whether the original party system had a predominant religious cleavage.
