Chretien called an early election, believing that his party was in a position to retain the majority they had won in 1993. They got their majority, but just barely. When the campaign began, the focus for many Canadians was the economy and job creation. National unity, however, quickly became a key issue, and triggered the most heated debates of the campaign. As was the case in 1993, the election of 1997 saw the country divided along regional lines. The Bloc Quebecois remained strong in Quebec, while the Progressive Conservatives and New Democrats dominated the maritime provinces. The Reform Party, meanwhile, won the west in a landslide, becoming the Official Opposition for the first time. It was Ontario, however, where the election was won: the Liberals won all but two seats in Canada's largest province, and in the end that was enough to carry Jean Chretien to victory. The Canadian General Election of 1997 is a study of the key aspects of the campaign and the election itself. In addition to analyzing each party's campaign, authors examine the role of the media, pollsters, the electoral system, and the voters. Articles are contributed by some of the best-known political writers in Canada today: Anthony Westell, Stephen Clarkson, Peter Woolstencroft, Alan Whitehorn, Keith Archer, Faron Ellis, AndrBernard, Chris Dornan, Ed Greenspon, Michael Marzolini, and Louis Massicotte. Janet Hiebert reviews the limits on interest groups adopted in 1974 and amended in 1983, profiles the groups involved int he 1988 federal election, and discusses relevant legislation and jurisprudence in the provinces and abroad. She concludes that spending limits for parties and candidates will only be effective if there are also restrictions on independent expenditures during elections by groups and individuals. Brian Tanguay and Barry Kay assess the influence attributed to locally oriented interest groups, including by members of Parliament, and conclude that these organizations have less influence on the political process than is the popular view. The authors conclude that dissatisfaction is a key variable explaining the role of these interest groups and their activities during elections.

Book excerpt: In Social Discredit Janine Stingel exposes a crucial, yet previously neglected, part of Social Credit history - the virulent, anti-Jewish campaign it undertook before, during, and after the Second World War. While most Canadians acknowledged the perils of race hatred in the wake of the Holocaust, Social Credit intensified its anti-Semitic campaign. By examining Social Credit's anti-Semitic propaganda and the reaction of the Canadian Jewish Congress, Stingel details their mutual antagonism and explores why Congress was unable to stop Social Credit's blatant defamation. She argues that Congress's ineffective response was part of a broader problem in which passivity and a belief in "quiet diplomacy" undermined many of its efforts to combat intolerance. Stingel shows that both Social Credit and Congress changed considerably in the post-war period, as Social Credit abandoned its anti-Semitic trappings and Congress gradually adopted an assertive and pugnacious public relations philosophy that made it a champion of human rights in Canada. Social Discredit offers a fresh perspective on both the Social Credit movement and the Canadian Jewish Congress, substantively revising Social Credit historiography and providing a valuable addition to Canadian Jewish studies.
