Book excerpt: Recent advances in the fields of remote sensing, engineering geology, seismology, and earthquake engineering have developed a need for a systematic comprehensive review of the basic principles and methods of applying remote sensing for evaluation of earthquakes hazards and seismic risk. This paper responds to this need by reviewing basic concepts, summarizing essential, state-of-the-art knowledge of theory and instrumental methods, establishing procedures evaluations, and discussing representative case histories that illustrate earthquake hazard evaluations that are based on remote sensing analysis. The approach that is recommended is based on a 'multi' approach that uses an integrated and systematic study of a region or a fault with a variety of imagery varying from small-scale (synoptic) to large-scale (detailed). The imagery analysis should be followed by a ground verification program of study that should include both ground and aerial reconnaissance examination of the major geologic structures of concern. The character of the earthquake hazards is discussed in the context of the lithologic, structural, vegetational, and topographic variations that are associated with different types of active geologic structures. The response of earth materials, landforms, and geologic structures is summarized for the several main types of passive and active electromagnetic radiation used in current remote-sensing practice. Limitations of the different spectral regions used in remote sensing are reviewed to assist in the selection of ideal methods or sequences of methods of study for effective evaluation of active or capable faults and for assessing the earthquake potential of geological structures that may affect a given engineering site.

Along with earth resistivity techniques, several geophysical techniques will be examined in lesser detail with respect to cavity location. Micro-gravity, high-resolution seismic reflection profiling, and ground probing radar were selected because they show good success rates in cavity detection. High-resolution seismic profiling shows particularly good promise as an effective tool in cavity location. Techniques in photo interpretation will also be discussed with regard to possible cavity location.

The potential applications to land planning are many and varied. For example, remote sensing techniques, and aerial photography in particular, can provide planners with an overview of their communities they can obtain in no other way. These same techniques can also provide planners with a whole variety of land resource data and have the capability of updating these data on a syste matic basis. Maps, too, can be produced from a combination of remote sensing and cartographic techniques - engineering maps, topographic maps, property maps, and a host of other thematic maps. These maps and the photos from which they are made can be used by planners to explain proposed land use or zoning changes at public meetings. They may also be introduced as evidence in courts of law if later the results of these changes are contested by individual or groups of landowners. Since land planning tends to be conducted at local levels, the discussion in this book focuses on the uses of aerial photography - the most effective tool for small area analysis. The discussion is also directed at those who are not regular users of remote sensing techniques.

Book excerpt: The public's serious concern about the uncertainties and dangers of the conse quences of human activities on environmental quality demands policies to control the situation and to prevent its deterioration. But far-reaching decisions on the environmental policy are impaired or even made impossible as long as the relevant ecological relations are not sufficiently understood and large-scale quantitative information on the most important parameters is not available in sufficient quality and quantity. The techniques of remote sensing offer new ways of procuring data on natural phenomena with three main advantages - the large distance between sensor and object prevents interference with the environmental conditions to be measured, - the potentiality for large-scale and even global surveys yields a new dimension for the investigations of the environmental parameters, - the extremely wide, spectral range covered by the whole diversity of sensors discloses many properties of the environmental media not detectable within a single wave band (as e.g. the visible). These significant additions to the conventional methods of environmental studies and the particular qualification of several remote sensing methods for quantitative determination of the natural parameters makes this new investigation technique an important tool both to the scientists studying the ecological relationship and the administration in charge of the environmental planning and protection.
